RECONSIDERATION OF THE CAPITAL GAINS TAX

SOME years ago the author attempted to evaluate the capital gains tax in economic terms. Two questions were asked: (1) Does the tax accentuate fluctuations in asset prices and promote economic instability? (2) Does the tax discourage venture capital and retard economic growth?
