Zusammenfassung: | Basic problem from the beginning has been how system science, decision support systems, and expert systems--our computer-aided and computer-based disciplines--can help in achieving a consensus in international affairs. A futuristic idea, nearly a caricature, would be a sacred hardware with a mysterious software --like the Delphic oracle. Such a system, receiving the viewpoints of the opposing parties, would conduct a dialogue of inquiry and ultimately issue a verdict that would be voluntarily accepted by the people concerned on the grounds of the unquestionable authority of the oracle system. |
