Zusammenfassung:This paper evaluates not only the traditional transport planning process approach, especially its usefulness for urban areas in underdeveloped regions, but also transport planning experiences in underdeveloped countries. Guidelines for a flexible and a systematic transport planning process are developed for areas with minimum relevant data, the Palestinian self-rule areas being used as a case study to demonstrate evidence for the proposed model.
