Zusammenfassung:	The feasibility of using experiment-planning methods to define the characteristics of soils in a structure more precisely, and optimize geotechnical monitoring, construction, and the procedure are examined for the earthen structures at the Dnestrovsk pumped-storage power plant as an example. A new method for determination of standard and computed characteristics of soil in a fill, and a method of geotechnical monitoring are proposed.
