Zusammenfassung:	The authors present a method for determining sea state from the frequency of the maximum in the brightness temperature fluctuations of the thermal radiation from the sea surface. They also calculate these spectra as a function of sea state using measurements taken from aircraft. They obtain estimates of the minimum sea states resolvable by the measurement technique used here as a function of the resolution element on the sea surface. Radiometric equipment has been designed to implement the method and laboratory tests have been conducted.
