After the fall of the liberal government, Enacovici was elected to the Parliament. During these years, he was also mayor of Botoșani (1888−1891) and president of the Botoșani County Council (1891). In 1891, when the LiberalConservative Party ceased to exist and a unified Conservative Party came in power, Enacovici became a member of the opposition, together with his political mentor, Gheorghe Vernescu
