Zusammenfassung:After almost fifteen years since the concept of inclusive education was introduced in Bosnia and Herzegovina, it would finally be a time to make a serious revision and compare the relation between the theory and the practice of inclusive education. Since such a task requires a profound research in order to have fact based conclusions and projections, in this article we are bound to be restricted to observation and contemplation related to an attempt to redefine the term “special needs” as one of the key elements of the concept of inclusive education. We also addressed the issue of discrepancy between legal acts regarding the inclusive education and the application of the same in practice which restrains realisation of inclusive society in Bosnia and Herzegovina.
