The subject of the paper concerns legal problem related to a concept of a party to the proceedings in the light of the provisions of the building law act of 7 July 1994. The issue which is analyzed is of great theoretical and practical importance, especially in the process of applying provisions of the above regulation by courts and administrative offices.
