La strategie de securite et de defense de l'Union Europeenne. La politique parteneriale de l'Union Europeenne au debut du XXIe siecle

This article seeks to offer an analysis of the partnership policy of the European Union at the beginning of the 21st century. We bring in attention the strategic partnerships conceived by the Security and Defense Strategy and the mechanisms for promoting the regionalism and the inter-regionalism within the world. The theoretical construction of the article is based on the case study method. Studying the foreign security policy of the European Union in the 21st century, we attempt to discover typologies, patterns, considering the data at our disposal. Thus, we seek to identify and analyze the means used by the European Union in order to implement its strategic objectives and its partnerships which are being developed at a global level. Our hypothesis is that within the conditions of changes in the international relations system, within its multi-polarization, the European Union, assuming its global role, with its partnership policy and with the civil means to promote the intra and inter-regional cooperation, contributes effectively and positively to the global security and governance and may be a preferred model for developing the international relations in the 21st century.
