These two types of communication can serve to shape public policy, impact public opinion and inform public officials in decision-making. Mass media can be used to communicate ideas, inform the public and mobilize public opinion to influence decision-making. It can also be used as a tool for transparency, accountability and oversight of public decision-making. Institutional communication, such as internal memos, policy documents and research papers, can provide decision-makers with critical information to inform and guide their decision-making. Together, these two types of communication can act as a guide for public administration decision- making and help ensure that the public’s wishes and interests are taken into account. |
