Zusammenfassung:Wisconsin has been home to a series of interrelated partnerships between labor and employers that have built institutions to support high-road business practice around quality, worker training, innovation, and cooperation. The Center on Wisconsin Strategy has been pivotal in these experiments. In this article, three members of the COWS staff use this experience to draw the general lesson for how organized labor can use sectoral development strategies to steer employers toward a more positive future.
