WORM) WAR 11 RÏT l'C'.ï ISIS 1.1 nil.1 \M \ (11)39-1910) (Stimni»r ) In the turbulent XX century that saw two world wars and many great and small conflicts, many of which were characterized by extreme cruelty, the topic of war refugees, prisoners of war, and interned soldiers has always been a serious issue both to the belligerents and to the opinion of the whole world. Today it remains unchanged: hardly susceptible to broader discussions, quite often lacking the basic objectivity and, most often, after any belligerent chose the facts tendentiously it is presented as an altered, processed product, in its content simplicity being almost identical to the hundreds of news about world events presented in the mass media every day. Throughout the entire history of existence, as its territory expanded or shrunk, and as its borders changed, the state of Lithuania was accompanied by relations with its neighbours. As generations, national and international urgent issues and entire epochs changed, so did the relations with neighbouring states. Likely it would be hard to deny the statement that throughout the entire history of Lithuania several countries had a special status. Such countries were Poland, Russia, and Germany. Lithuania and Poland existed for centuries within the Polish-Lithuanian Commonwealth, but after the collapse of the state at the end of the XVIII century these countries were incorporated into territories of Austria, Prussia, and Russia - the organizers of the partitionings. In the XIX century, despite joint uprisings that could possibly be seen as the last symbols
uniting the history of the common state, when national movements began emerging the ways of the two neighbouring countries separated. The unwillingness of Lithuanians to restore the common state from one side, and the diametrically opposite aims of the Poles from the other, 159
and finally the problem with Vilnius, led the two nations in the 34 decades of the XX century to the armed conflicts and complete severance of diplomatic relations. Such situation was dominant until the beginning of the World War II. Despite the ultimatum of Poland in spring of 1938 and the establishment of diplomatic relations, as well as efforts of Kaunas and Warsaw to normalize the relations, in the eve of the World War II Poland had no warmer likings in the Lithuanian society. In a։ry war, like in a natural disaster, ail the people living in the area of military actions become the victims. The military actions between Poland and Germany that started on 1 September 1939 in Western Poland, and the soviet “friendly gesture” on 17 September 1939 allow us to talk about all the problems directly related to war, which struck all the people in Poland. As front was quickly moving to the East, the parts of Poland which were not occupied yet were flooded with refugees. Overall, in the scene of military actions and in the nearest territories the processes of migration accelerated dramatically. War refugees constituted a diverse and very mixed multilayered mass, the vast majority of which were representatives of the nations of Poles and Jews. Another extremely important contingent of people coming to Lithuania was interned soldiers of Poland. In the Lithuanian language and in the legal acts the notion of war immigrant that was dominant on the eve of the World War II was replaced over time by the notion of war refugee. Holding that the work is written when in the legal and everyday
language the term war refugee is used, namely this expression has been chosen. In the general sense a refugee is a person who due to a threat of witch-hunting for world view, race, nationality, political views, etc. has departed from his land and is seeking temporary or permanent sanctuary in another land. For the sake of simplicity in this work the phrase war refugees is used to refer to all the foreigners who arrived to Lithuania or came to this country in another way. But talking about separate groups of them, such as interned soldiers or civilian refugees, their differences (discussed in the contents of the work) were borne in mind.
This work is dedicated to the process of the World War II refugees in Lithuania, their arrival at, presence in, and departure from the Republic of Lithuania in 1939-1940. It was endeavoured to present the course and analysis of relations of refugees to people of Lithuania, representatives of public institutions and local administration as well as international organizations. The work also presents the moments of activity of some foreign diplomatic missions that were present in Lithuania in 1939-1940. Despite the relatively short time that the refugees spent in Lithuania, underworld organizations were active, particularly in Vilnius region. Certainly, this does not mean that the arrived refugees hurried to join some underworld organization. However, the activities of such organizations were heavily influenced by former employees of Poland intelligence and security agencies, who usually acted as leaders, supervisors and intermediaries of agency networks residing in foreign countries. The allies of Poland in the World War II — France and Great Britain - actively contributed to coordination and funding of activities of underworld organizations of Poland. Furthermore, it should be noted that such activities were done not only via missions of these countries. Missions of Germany, Soviet Union, and Japan operated similarly. Overall, if we could talk about “Casablanca” of the Baltics, then the Republic of Lithuania in 1939-1940 was perfectly suitable for such a role. The underworld activities of foreign missions spread to Lithuania from London and Paris through Stockholm and Moscow
to Tokyo and were directly related to underworld organisations that operated in Lithuania. The chronological margins of the work are September 1939 — August 1940. The first date selected is directly related to the beginning of the World War II and the resulting beginning of arrival of war refugees and internment of soldiers of Poland in the Republic of Lithuania. The last date of the period under investigation is related to events in Lithuania that took place in the summer of 1940 and that directly influenced the presence of war refugees and interned soldiers of Poland in the Republic of Lithuania and the destinies of these people. 161
In the research present in the work there is adherence to chronological continuity and thematic succession principle. Following the chosen themes the first part aims to discuss the similarities and differences of the notions of aliens and war refugees in accordance with the legal acts of Lithuania. The second part is dedicated to interned soldiers of Poland. This part discusses the internment of soldiers of Poland, the establishment of camps of the interned, the evolution of the network of the camps and their liquidation. Separate chapters are devoted to daily life of interned soldiers at the camps, repatriation of the soldiers to territories occupied by the Soviet Union and Germany, and interception of the interned soldiers by the soviets in the summer of 1940. The third part of the monograph is dedicated to civilian refugees of war. This part is subdivided into chapters aimed at discussing each national group individually. Because most refugees in Lithuania were Jews and Poles, these two categories of refugees are given relatively more space than Lithuanian refugees are. In the chapters dedicated to polish refugees it was striven to show the legal status in the Republic of Lithuania of Polish refugees and of “alien” inhabitants of Vilnius region. It was attempted to reveal the activities of the underworld organisations and their relations to foreign missions. In the part of the text dealing with analysis of the situation of Jewish refugees the main focus was on the social status of the refugees, the attitude of the Lithuanian administration to Jewish refugees and the
