SUMMARY The monograph deals with the history of the Czechoslovak People’s Par ty in the years 1969-1972. It consists of an introduction and six elemen tary chapters which are arranged chronologically. In the introduction, the monography reviews and analyses the entire literature about the history of the Czechoslovak People’s Party in the period of socialism which has been published up to the present day. Sporadic studies or monographs published before the year 1990 are poorly academically written and moreover, they were conforming to the period ideological doctrine. Some historians, among them the author of the presented study, became interested in the research regarding the post-February history of the Czechoslovak People’s Party only after the year 2005. Scholars attending several scientific conferences fo cusing on political Catholicism pointed out that one of the white areas is exactly the period of the so-called Prague Spring and the first years of the so-called normalization. Prerequisite for the origin of the given study was thorough research of primary sources, not only in the central archives (Ar chive of KDU-ČSL, the National Archive, the Archive of Security Services) but in approximately fifteen regional archives (state district archives, re gional archives, state county archives) as well. Private collections from the estates of the then civil servants and in some cases even their valuable tes timonies helped to uncover some behind-the-scenes processes. The Czechoslovak People’s Party underwent quick changes in the con text of the dynamic politic and
social changes, which started in the spring of 1968 in Czechoslovakia in the conjunction with the reform measures and plans of the KSČ lead by Alexander Dubček. It recorded more than four times raise in the number of members, it accepted the pro-reform working pro gramme and it almost succeeded in the extrication from the direct control of the superior organs of the National Front. The party tried to purge itself from the most compromitted functionaries and rehabilitate the wrongly persecuted members. An especially strong effort of the pro-reform attempts came from the two Moravian counties, whose members constituted almost two-thirds of the total number of members. Almost all the members together with most of the functionaries from the county to the central level protested the Warsaw Pact invasion of Czecho slovakia. The only exception was a very small group of functionaries around the former chairman Josef Plojhar. The leadership started to forcibly suc cumb to the so-called normalisation after the leadership of Gustav Husák in the spring of 1969. Acceptance of so-called open letter of the central 172
committee in the autumn of 1969 represented a milestone in the process of normalisation. Afterwards, all supporters of the liberalisation reforms were made to resign in their functions, firstly in the central organs of the party, in the government and in both parliaments, that is in the Federal Assembly and in the Czech National Council. Concurrently, purges and personnel changes in the party’s press started as well. It was followed by the resignation of proreformed functionaries from the county and district organs as well as from the National committee in all degrees. Several hundreds of members emi grated into western countries. The most famous of them was the editor of Lidová demokracie (The People’s Democracy) Rudolf Strobinger, who later worked in exile media in GDR. In comparison with KSČ, the party vetting and purges in the years 1970-1971 did not reach the rank-and-file mem bers. The total decrease of members was around 5 to 7%. Two groups were competing for power in the years 1970-1971, while the former chairman J. Plojhar relied on the support of the Soviet embassy and the conservative power in KSČ. Nevertheless, the group of younger functionaries around Rostislav Petera, who had support of G. Husák, gained power. The Congress of the Czechoslovak People’s Party in the June of 1972 definitively put an end to the period of the years 1968-1969. 173
