Electoral systems and parliamentary elections in Bulgaria (1944-1989) (Summary) The period from 1944 to 1989 was atime of“missing” democracy. After 9 September 1944, Bulgaria embarked on the road to transition from authoritarianism to totalitarianism. The government was taken over by the Fatherland Front, under the initials OF, and the dominating within it Bulgarian Workers’ Party (Communists), under the initials BRP (K). The electoral system was not spared. Reforms began, which, over several years, turned the parliamentary elections into one of the farces of socialism. The allowed “soft” opposition in the face of the Bulgarian Agrarian National Union (BZNS) Nikola Petkov and the Bulgarian Workers’ Social Democratic Party (United), under the initials BRSDP (O) had to act the part of a timid corrective. The attempts of the “soft” opposition to “harden” over time led to its ban. In 1946 elections were held to the Sixth Grand National Assembly, which had to give legitimacy to the state institutions of the new regime. Following the adoption of the Constitution in 1947, the dominating BRP (K) decided to remove the old numbering of parliaments, as well as the term “Ordinary”. It aimed to demonstrate that the old age was over and done with. A large part of the old political elite had been physically abolished, and its remnants did not have a real opportunity for political activity. The Fatherland Front was predetermined to be in power. The renaming of BRP (K) to Bulgarian Communist Party (BKP) in December 1948 practically coincided with the liquidation of the last remnants of the
suppressed democracy. The obedient and totally de-faced Bulgarian 150
Agrarian National Union was kept as decor. That “second” party took the “leading” role of BKP and played the part of a structural extension of the Communist Party for over four decades. Election practices had their paradoxes - the constant “beating the records” of universal suffrage did not lead to any improvement whatsoever in the democratic mechanisms. In the years of socialism, for the first time in our political practice, the recall of Members of Parliament was introduced, but that did not strengthen the trust between voters and elected, between “people” and “party”. The main problem of the electoral systems during that period was the lack of minimum conditions for holding an election competition. The monopolistic position of BKP stifled even the smallest opportunities for putting forward ideas other than the stigmatizing dogmas of Marxism-Leninism. The analysis ofthe election practices in the period ofsocialism clearly shows that under the conditions ofthe one-party regime ofthe Bulgarian Communist Party, even though being “garnished” with the BZNS “quasi” party, it was impossible to hold real election competition. None ofthe reforms and election “beautifying makeup” managed to add a democratic “colour” to the regime. The very idea of the leading role ofthe Bulgarian Communist Party killed all the beginnings ofa possible democratic vote. The political elite was encapsulated and decided on its own which loyal party cadres to admit into its ranks. That was done through in-party “renewal” mechanisms, which excluded genuine political debate. The election mechanisms were
part ofthe dysfunctionality ofthe National Assembly as the “supreme” body of the people’s power and the rejection of all forms ofpolitical pluralism. Democratic elections were an illusion of a “socialist present” and hope for a distant and obscure fiiture. 151
