In a relatively short time, Serbian identity in Montenegro of a dominant identity became the one in relation to which the new identity boundaries are drawn. Until the conflict of political elites in Serbia and Montenegro and its escalation in the late 90s of the XX century, Serbian identity was an integral part of the Montenegrin identity, Serbian language the only official language, collective memory, history and culture were consistently interpreted and officially supported through the education system and the media, but after the conflict, eventually, the basic elements of that identity were gradually reviewed and redefined. Basically, Montenegro is constitutionally and legally enshrined as a state based on the Western model of nation, while political and everyday life point to a large extent on the so-called non-Western model, i.e. a community of people of the same lineage (A. Smith). In addition, the root and the offspring of that lineage are interpreted differently by members of the two largest national communities, once culturally and politically the same dominant ethnic community. The example of Montenegro shows all the complexity and the multifaceted nature of the national identity. Montenegro is not special because of the fact that many of its residents from the same ancestors became descendants of the different nations, but it is special because of the fact that, in the process of the national identity transformation, even within the same family- members of different nations are still born 165 and live together, the fact that they speak the same language- calling it differently and that they invest more energy in finding and preserving differences than they show willingness to focus that energy to overcome differences and strengthen integration processes in the community. Instead of democracy based on the search for an integrative political community, Montenegro was faced, on the one hand, with the contested results of the independence referendum, and on the other, with the problematic interpretation that democracy is a game where “winner takes all“. The practice, institutional and legal framework, as well as overt political messages have pointed out that Montenegro is deeply divided society where ethnic and national terms (understood in Weberian sense as a belief in a common origin, or belief in a common life) do not have the integrative, but on the contrary, an important disintegrating role. Although the highest state officials and institutions of Montenegro emphasized civic character of the state and, accordingly to that, a civil approach to managing cultural differences, in practice, the situation was different. The privileged position of the Montenegrins with a “new Montenegrin” identity is even contained in the Constitution through privileging of a language, which, at the time of the adoption, did not exist otherwise than as a political projection, in everyday life- through an over-proportional employment in the state and public institutions and at leadership positions, through education- by means of language and literature or through the interpretation of historical events, through the presence and value context in the media. The attitude towards Serbs and Montenegrins with Serbian identity is assimilating- in order to encourage them to adhere to the new Montenegrin identity, or excluding, aiming to reduce them to a minority status. This is also reflected, in addition to the above measures and procedures, in the statements of the highest government officials, works of intellectuals and the media through an idea indicating that those who profess to be Serbs or to have Serbian identity are victims of delusion or historical circumstances and that their declaration of identity is of a temporary nature, and that they will return to their true, Montenegrin, identity. 166 Multiculturalism, as a fact of the existence of a large number of diverse cultures, is a feature of Montenegro, but Multiculturalism, as a cultural management policy, was implemented selectively and exclusively to members of ethnic minorities. In addition, this policy had no for effect integration of persons belonging to such minorities in Montenegrin society, but, on the contrary, that policy had stimulated separation by supporting the uniqueness and neglecting the inclusion. Political parties are the main carriers of these policies and on their interests, programs and mutual agreements, such a policy survives. In the case of Montenegro it is also shown to be very bad for the development of a democratic community and society if there is no agreement, or if there is no agreement for a long time, on the key points of political decision-making. Although Montenegro is constitutionally self-defined as a civic state of Western type, what is missing is the “idea of Patria, union of law and institutions in which an unified political will operates” and- in this respect- the common regulative institutions “through which the common political goals and sentiments will come to the fore.”(A. Smith) Behind the facade of a civil union there is an established nationalism, which is, according to Gelner, an ethnic ideology that is based on the belief that certain groups should dominate the country. In Montenegro that thesis is confirmed by the ruling elite who believes that it is quite normal for Montenegrins with new Montenegrin identity to have a privileged position in employment, or to impose the renamed Montenegrin language as the only official language, although the Serbian language is spoken by the most of the citizens of Montenegro, including a large number of those who identify themselves as Montenegrins. At the same time, they see no contradiction between their attitude and the fact that they refer to the civil character of the state, as defined by the Constitution, or to the multiculturalism as a fundamental value of the society which is part of the values enshrined in the preamble to the Constitution and to the multiculturalism as the management policy of ethnic relations. 167 Relationship to the Serbian identity is one of the key reasons that have contributed to tensions in the bilateral relations between Montenegro and Serbia. Relations between Serbia and Montenegro in many ways are special, especially because of historical ties, cultural closeness and decades of existence in various forms of common state. Mutual closeness and appreciation are confirmed by numerous studies of ethnic distance showing that between Serbs and Montenegrins, that distance is almost non-existent. Therefore, relations between two countries are measured by special measurement units. Although the ruling political elite, due to its identity policy, role of the “other” assigns to the Serbs And Serbia, it is obvious, which is also confirmed by the empirical research findings, that a significant number of Montenegrins as “other” still perceives the same ones perceived as “others” by the Serbs, and, at the same time, Serbs and Montenegrins are still treated as “the same” by these common “others”. Studies of ethnic distance also confirm the assumption that the separation of the Serbian from the Montenegrin identity, and political separation between Montenegrins and Serbs, is a difficult and complex process, such as the separation of Siamese twins. The number of Serbs in Montenegro and the presence of Serbian identity in Montenegrin national being historically changed by nearly 95% in 1909 to 1.78% in 1948, and 9.34% in 1991, to 32% in 2003, but what is important to note is that until the Census of 2003 the Serbian identity among Montenegrins was not seriously called into question. Since the late 90s, when the deflection of Serbian identity becomes part of the ruling elite strategy, the question of identity becomes a major political issue, and hence, census of the technical issue becomes political issue of the first order. The attitude of the relevant political representatives of the Serbs in Montenegro is that the Serbs are not national minority and the protection of their rights and the preservation of identity should be achieved by the means of equality with citizens which declare themselves as Montenegrins 168 Opinion polls have shown that the new Montenegrin politics began in circumstances where the largest number of Serbs and Montenegrins still believed that it is about the same people, or at least two very close, related nations, and in the circumstances of non-existence of an ethnic distance between them. Although the identity issue in Montenegro is highly politicized and directed at setting boundaries between the Serbian and Montenegrin identity, the results of the last census show that the Serbian identity in Montenegro is still very present and important for a large number of citizens of Montenegro, and when it comes to the Serbian language- it is still dominant. On the other hand, the share of Serbs in the structure of employees in state and public institutions is far lower than the share of Serbs in the population; the representation of elements of Serbian identity in the media and the education system and valuable context in which they appear are not adequate to the historical and current importance and to the diffusion of Serbian identity in Montenegrin society- and there is exactly space for political and social involvement of everyone, including the state of Serbia, who cares about the equal treatment of Serbs and Serbian identity in the Montenegrin political community. In Serbia, officials and others have mainly reacted to the events in Montenegro, and that relationship did not even close determine directions of political action in Serbia as it did in Montenegro. State, society, especially the media attitude towards Montenegro could be ranged from passionate, emotional relationship to a complete lack of interest. Normalization of political relations in Montenegro and an integrative approach to resolving the identity issues would greatly contributed not only to the establishment of a basic consensus in Montenegro, but also to the even more rational and more measured attitude of Serbia toward Montenegro. Serbs in Montenegro are not, understandably, pleased, with the way the issue of Serbian identity has been politically treated by the ruling political elite. The manner in which this issue will be resolved in the future, will determine to a large extent the character of the state of Montenegro and the Serbian national community within it, but also 169 of all others who have inherited Serbian identity. Weather the Serbian identity will be adequately respected in Montenegro will depend on the citizens of Montenegro who preserve it and cherish it and their political representatives, but in a good measure of the attitudes and behavior of the Serbian state, which has at its disposal other mechanisms and instruments to be engaged in its protection. 170
