DO 1200. GODINE Kathar and Rhisinium from 325 till the year 1200 Kathar and Rhisinium are already mentioned by Roman geographers and historians - by the former as a settlement of ancient Balkan peoples or the Catari tribes, which were pos- sibly close to Scythe-slavic Latovici, by the letter as an important fortification on the Upper Dalmatian coast which was the stronghold of Roman fleet (Plini Secundi: “Naturális his- tóriáé”, III, 23-26). Both towns are extremely important military strategic centers on the coast of Upper Dalmatia from the 3rd to the 5th c; Based on the statement from one early baroque history book, Kathar becomes episcopate seat in 325 at the request of the patriarcatus Aquileiense, which in the eve of the first Ecumenical Council in Nikea, with new organization of Constan- tine Empire, sets up many episcopate seats in the area of Dalmatia including Salona and Kathar. In 324 the representatives of Kathar and Rhisinium attend the Council in Rome in which the roles of the religion and duties of ecclesiastics are established in their episcopates. Kathar shows up in the 4th Ecumenical Council in Chalcedonia, in 451. Its Bishop Iulianus together with Diocliaen Metropolitanus Euandros participates in several meetings of the Council and, with his signatures approves the judgment passed by the Alexandrian Patri- arch Diaskor but not monophysite learning. The Pope Leo Magnus in his several epistles re- quests from Kathar Episcope to carry out canones fidei set up by the Council in their episco- pate. One letter on the manner and the date of celebrating Easter is very important: it shows that in the area of Kathar and Upper Dalmatia episcopate there are manicheens, Cathares and Ariens bases, who are ordered by till then unknown Judeo Christian communities to celebrate Easter in line with Hebrew customs. In that epoch Kathar is in Epirus province which covers the area from Nicopolis to the mouth of the Narenta river. This episcopate seat occasionally belongs to Macedonia province, Dacia Mediterranea, Praevalitana, Dalmatia, and in one short period for about two decades to Dardania or Moesia Inferioris, in line with needs of Imperial Constantinople administration in war epochs with “Barbarian peoples” who penetrated Illyrucum and Italy. Throughout several centuries Kathar was “foederatus” of Gothic town of Gothia in Thrace, and they are both in the service of Byzantine Army, most likely for the purpose of running Gothic troops, under Supreme Church Authority of “Mother-Episcopate” in Cilicia Secunda, which is “church associate” of the Archiepiscopate and Patriarchy in Antiochia. Throughout the 6th century powerful Byzantine ports Kathar and Rhisinium do not ac- , cept decisions of the Council in Epirus and refuse to accept in 516 advice of the Pope Hormisd remaining faithful to manicheens and monophysite iconoclasm. Before 595 Byzan- tine Imperial office sets up single theme Dalmatia which covers the area from the episcopate in Absor to the Epirus port Nikopol; in 595, a friend of Antiohian Patriarch Anastasius, Rhis- inium episcope Sebastian must flee, most probably before the Slavic manicheens and pagans, to Sirmium where he becomes episcope. Immediately after becoming an episcope, Sebastian must leave Sirmium and escape to Constantinople - the reason are pagans and barboriens, the Bulgarians and the Huns. As a military and administrative entity, Dalmatia theme is linked with Italy and Slavic, Avarian and Hun laborers keep arriving in the Apennines from Dalma- tia. In the conflict which starts in late 6th c. between Constantinople and Rome, because of the self-will of Slavic troops and their commanders in Italicum Kathar and Rhisinium take the side of Constantinople - civil Byzantine administrator for Dalmatia with the title of the Con- sul is at that time in Salona and the military administrator in one of the towns in Upper Dal- matia. It is most likely that he was occasionally seated in Kathar and Rhisinium. Around 620 Dalmatia theme reorganizes and its ports on the coast of Upper Dalmatia, including Kathar and Rhisinium, again belong to the Epirus province. At that time Kathar and 689 KOTOR I RISAN OD 325. DO 1200. GODINE Rhisinium and all the towns in Upper Dalmatia together with Byzantine south Italy become a territory and administrative unit which is defended with weapons by the Goths and Slavs who settle in greater numbers in South Italian towns (Slavs and Goths settling in South Italy started early 5th c. during the reign of the Czar Arcadius. In the Ecumenical Council in Constantin- ople, in 680 iconoclastic episcope of Kathar Valerianus attends it. Episcope or Metropolitanus of Rhisinium, Nicethas attends the second Ecumenical Council in Nikea in 787 and he accepts decisions of the Council which condemn iconoclasm but unwillingly accepts pax fidei with Rome - this is for now the only evidence that the towns in the area of South Illyricum, in the Kingdom of Slavs which is already set up, condemn iconoclastic doctrines of manicheens, monophysites and the followers of early Judeo-Christian learning whose colonies are all over Macedonia, Epirus, Prevalitana, Dalmatia and Mezia. When Patriarch Nicephoros starts fighting against the iconoclastics early 9th c. the supporters of decisions from Nikea are banished from South and Middle Illyricum and Dalmatia: the Pa- triarch in 806 meets the request of the Monk from Kathar Hilarion and moves him to the safe clerical seat kept by the icon supporters, while Theodor Studite writes epistles to his friends in Kathar and Rhisinium asking from them to oppose the supporters of iconoclasm. The Upper Dalmatia and South Italy, in Slavic and Langobardian epoch, will still be a strong base of iconoclastic learning till the end of Slavic-bulgarian reign over South Italy late 11th c. When around 920 Imperial administration abolishes iconoclastic metropolitan seat in Rhisinium, Kathar with Dyrrachium becomes the most powerful military and trade center on the Upper Dalmatian Coast. In 950, the members of the powerful Kathar, Slavic-langorbadian family Byzanti, together with Kaloiannes in south Italy are proxies from Constantinople and Czar judges. In 1025 big Italian Adriatic port Bari becomes Byzantine Arch-episcopate and its first Metropolitan becomes the member of the family Byzanti - from that moment for another two and half centuries, with short breaks, Kathar is under Arch-episcopate in Bari with Ra- guza under its jurisdiction as well. In the periods when Byzantine regions are reorganized and when Constantinople meets the requests of the Kingdom of Slavs and Roman pontifex, Kathar is placed under religious authority of Dubrovnik or powerful Arch-episcopate from (Anti- vari). Late 11 and early 12 c. vassal powerful Slavic Kingdom divides power with Norman duxes in the south Italy, and retreating before newly established states, they withdrew slowly from south Italy. At Concilium Papiense in 1160 the representative of the Kathar church Sanctus Tryphonis who accepts that his church is part of Roman Church and Kathar is placed under the protection of Germanic czars. After the Concilium Papiense, the first official eccle- siastical individual from former territory of the Kingdom of Slavs, Kathar episcope Maio in 1.179 appears in the Council in Latran - Kathar and big ports in Upper Dalmatia come under sovereign power of the Roman Pope.
