Summary
At the first sight, the course of establishing the Union of Czech Jour-
nalists in the post-war Czechoslovakia is seemingly a particular process
concerning one professional group; however, it constitutes a significant
theme for the sake of grasping and depicting a situation at the time. An
overall conception of the organization as well as its origin and develop-
ment reflect not only a contemporary idea regarding the role of media in
society, but also general social and political climate, moods, pre-war and
protectorate experience and-last but not least-contours of an ongoing
strive for political power.
It is worth pointing out that a unified journalist organization was
being instituted on a national principle. Search for unity - frequently an
illusory one - is one of the influential factors determining the dynamics
of development in diverse areas of social and political life in resurgent
Czechoslovakia upon the end of war. Experience with an existential
threat endured (and reinforced by the “theory and practice” of the Nazi
racial doctrine) under the Protectorate intensified an emotional embrace
with “the whole”; this projected not only into declaratory manifestations
of patriotic sentiments, national pride and national unity after the end
of war, but also it enhanced trust in the state as a sovereign guaran-
tor of national existence. All of this was in a sort of synergistic effect
accompanied by an important factor - an attempt “to face up to the
past”, i.e. to the protectorate period and incidents it brought - ranging
from physical sufferings to forced or voluntary collaboration. Under a
context shaped this way, the public understandingly endorsed the steps
concerning media and media production as well, including the nation-
alization of film industry, dissolution or renaming of the periodicals
which had legally been published in the period of 1939-45, or persecu-
tion of individual media professionals (primarily journalists) for their

behaviour. And under such circumstances, a journalist organization was
emerging.
The notion of what will-or should be-a new journalist organization
like was already arising in the course of occupation and its form closely
related to the contemplations regarding the form of a media system in
the future free Czechoslovakia, as it was found in the Kosice Govern-
ment Programme-a fundamental government proclamation, as well as
its pursuing documents and organizational measures. The journalists
affiliated with the home resistance organizations played a crucial role
in the process. And this is where the circumstances mentioned in the
previous paragraph began to manifest themselves. Even though many
of such journalists could hardly be regarded as representatives of radical
left-wing oriented beliefs, they themselves came up with a conception
which was from its beginning directed against private ownership in the
area of periodicals and accentuated the responsibility of journalists vis-
à-vis the nation, or the state. Due to this the issue involving the form
of reconstruction of the post-war media system achieved a wide social
consensus, conforming to all the relevant political powers - representa-
tives of communist as well as non-communist resistance or Londons as
well as Moscow’s political exile. Therefore, unity, responsibility towards
the whole (nation, state) and the will to rigorously come to terms with
the past (as a guarantee of the recovery of journalist profession) became
constitutive elements delimiting a ground-plan on which a journalist
organization began its foundation. Ties between journalists and state
were furthermore solidified by interconnectedness of journalist commu-
nity and its constitutive structures with the Ministry of Information - in
charge of the question of media. A wide range of journalists engaged
in the home resistance found their employment in the structures of the
ministry after the war; there was also a direct staff linkage between head
administration of the organization and a recently created press section
of the Ministry of Information. From the beginning, the minister of
information Vaclav Kopeckÿ attached great importance to the journalist
organization and its head administration.
A character of the new union of journalists is symptomatic as well -
from its onset it was framed as an organization with strong professional
and socially securing elements.
Being a professional organization, the new union was to safeguard a
moral credit of journalist profession, cope with those whose behaviour
during the Nazi occupation was not morally défendable, and according-
ly decide who may participate in public communication in the media.

Charges against the journalists who committed collaboration with Ger-
mans under the occupation or were accused of such collaboration after
the war significantly affected the reconstruction of post-war media sys-
tem in Czechoslovakia. In compliance with the post-war conception of
media, journalists were attributed the task of leading authorities in the
framing of a new society. Therefore, it was not desirable in any way to
compromise such an arrangement by people who had had any ties to
the occupational power in the war. Purification in the ranks of Czech
journalists was quite tough, even in comparison with other European
countries. Besides, unlike western countries the punished journalists
were often not allowed to assume their profession to its full extent due
to the upcoming political development.
A professional character of the Union of Czech Journalists is also
linked with the fact that the organization assisted the drafting of new
media legislation, in particular the law on the position of editors and
Unions of journalists. It was adopted in 1947 (following two years of
preparations) and primarily imposed protection of the label “editor”,
legally defined existence of the Union of Czech Journalists and Union
of Slovak Journalists as public corporations with assigned tasks they
were to perform in society. Furthermore, it obliged all the journalists to
become a member in the union. According to a specialist in media law
Jan Hrabanek, journalist unions thus became “a sort of professional
chambers a la bar association or medical chambers”.
A social dimension of the new organization may best be demonstrated
on its task to take care of bereaved persons of the journalists who laid
down their lives in the period of occupation and the journalists who
endured Nazi imprisonment and concentration camps or were in any
way harmed by the occupation regime. Such a task found its practical
outlet in the foundation of the Association of Imprisoned Journalists.
The association was a subordinate unit to the Union of Czech Journalists
and the relation between these two structures was not always ideal. The
head of the Union even became involved in a number of intense clashes
with the head of the Association over the matters regarding finances (for
example, treatment of the finances of activistically-oriented protectorate
institution Presseklub) or the powers and their enforcement.
An attempt to satisfy the desire of journalists to dispose of their own
place for recreation may constitute another social function of the new
organization. It drew on the conviction that prior to the war a social
situation of the journalists had been overlooked both by the state and
an employer. Therefore, immediately after the occupation had ended

searching for suitable places of recreation for the members of a recently
emerging journalist organization ranked among the top priorities of
the union agenda (let us recall that an effort to get possession of a rec-
reational place culminated with an acquisition of the château Roztëz at
Kutnohorsko area).
As regards the development of the journalist profession itself, a newly
established organization carried on attempts to introduce systematic
journalist education which had already begun its formation at the turn
of the 20s and 30s. Revolutionary changes after May 1945 and necessity
to admit a large number of students who had been unable to complete
their university studies under the occupation imposed considerable pres-
sure on university system of post-war Czechoslovakia. The foundation
of College of Political and Social Studies was expected to alleviate such
pressure. The Union of Czech Journalists was closely linked with the
foundation of the college as it had initiated its creation to a great extent.
Interconnectedness of both institutions was also reflected in the personal
constitution of the body of professors. A wide range of head authorities
of the union taught at the school; a number of them accomplished due
professorship there.
A newly founded journalist organization was, however, not a socially
securing and professional organization only; it was also a significant
actor of political life in society. It is nothing surprising - media as an
institution of public and political communication represent one of im-
portant fore-fields in the strive for political power and every political
player aims to dominate and utilize them. The same applied to the post-
war development in Czechoslovakia which was on the one hand part of
an international struggle over the post-war division of power among the
allies of anti-Nazi coalition and on the other hand it experienced a clash
among the Communist Party of Czechoslovakia which felt opportunity
to exploit the political position it had gained during the war due to its
resistance at home and abroad, crucial engagement of USSR in the fight
against Nazism, and last but not least - due to inter-war leftist orien-
tation of a large part of Czech society, including its elites. All of this
subsequently resulted in a considerable participation of communists in
government. Political tension penetrated all the levels of activities of the
union, ranging from its involvement in international structures (Prague
Journalist Congress MON), an adopted form of media legislature (oblig-
atory membership was a convenient potential instrument of disciplining
the members of journalist community, as could be demonstrated on the
activities of the Action Committee of Union which disallowed more than

a hundred of persons to execute their journalist profession in the wake
of February 1948), to constituting education of journalists (the afore-
mentioned College of Political and Social Studies was from its initiation
a subject of political disputes and criticism by non-communist political
parties).
We have attempted to offer a perspective on an establishment and
immediate post-war development of a new journalist organization in re-
surgent Czechoslovakia. The Union of Czech Journalists exemplified for
us an uneasy and ambiguous process of coming to terms with the past;
a process which is at the same time turned to the future and participates
in its formation. We have endeavoured to embed a post-war journalist
organization in its first stage of development in context of the period, its
sentiments and grievances, its attitude and political fibre. Furthermore,
we have aimed to detect signals of the further development of a journalist
organization and point out how its story fits in the direction of Czech,
or Czechoslovak society of the time.
