adam_text ■ Julius Bikoloni Sakala was born in 1933 at Pompe’s Village in Chief Lwembe's area in the then Petauke District, now Nyimba District in the Eastern Province of Zambia. He obtained a Cambridge School Certificate at Munali Secondary School, Lusaka in 1955 and obtained his first degree from the University of London being a Bachelor of Science degree with Honours in Sociology. Sakala obtained a Barrister-at-Law degree from the Honourable Society of the Inner Temple in London and was called to the English Bar in 1974 and to the Zambian Bar the following year. He obtained an LL.M degree from the University of Zambia (UNZA) in 1989, and afterwards a Ph.D. in Law in 2000. He was the first Ph.D. graduate in the School of Law. At the Zambia Bar, Sakala holds the rank and status of State Counsel (SC). In 1990, he was awarded the Grand Order of Distinguished Service (OGDS) by the Zambian Government. Sakala previously served as the first Zambian Town Clerk and later as a former Mayor of Ndola. He was conferred with the honour of Freeman of the City of Ndola. He is a former Chairman/President of the Law Association of Zambia. Between 2002 and 2010 he served as a member of the Judicial Complaints Authority. Sakala has been a quiet human rights activist since the early 1980s. In 1983 he attended a treason trial in Harare, Zimbabwe, an international observerforthe International Commission of Jurists, an organisation based in Geneva, Switzerland and another treason trial in February 1984. in Lesotho where 12 persons were charged with conspiring to join a movement known as the Lesotho Liberation Army. A year later, Sakala attended two trials, one in April in Swaziland where accused persons were charged with offences of sedition and a treason trial in the Rand Supreme Court Johannesburg, South Africa of two young men accused of having attended military training in Mozambique under the auspices of the African National Congress of South Africa. In 1987 during the Tamil uprising, he went to Colombo, Sri Lanka on an Observer Mission under the auspices of S.O.S Torture, a Geneva-based human rights group. This book, The Role of the Judiciary in the Enforcement of Human Rights in Zambia was initially and successfully presented to the School of Law in the University of Zambia for the degree of Doctor of Philosophy. The book provides a brief global historical background to human rights as a backdrop to the situation in Zambia and how human rights have evolved over the years from the pre- colonial period until the late 1990s. The author elaborates how certain international conventions provide solid authority that enhances respect for human rights by all member- states that subscribe to these conventions. The book offers invaluable information to enable non-legal persons appreciate and understand the environment under which the courts in Zambia operate in relation to prevailing international legal standards.
