| adam_text | Conclusions :
1 . Elections are a model of parliamentary democracy , through
which political parties compete with each other, offer programs.
2.Many countries with established democracies, or only half of
all democratic countries today known internationally, some countries
with new democracies and the free , with democratic institutional
development , use or version some how Proportional System .
Proportional systems are dominant in Latin America and Western
Europe and also constitute one third of the states use , but also the
African countries . While countries that use proportional system often
divided into electoral districts - many ֊ candidats , based on regions ,
which was not the case in Kosovo . In a number of countries (
Germany , Namibia , Israel , the Netherlands , then separately in
South Africa and Nee Zealand New ( many areas constituency )
3 . In some states have a majority in some proportional system
but more important is to organize elections with the same criteria
conditions for equal to all entities competing . Election districts is
quite interested after having participated since 2000 actively on issues
related to elections .

political parties , probably because of the same race that provides for
all party candidates but is very positive for the citizens .

6.Threshhold election to be regulated by law and not changed
how they always go to the company minded political parties .
7.Some political party said election is not democratic because it
guarantees the participation of women in parliament over 30 Has
happen with 15 votes of women entering the municipal assembly of
the 314 men and more are due to quota remained outside the assembly
however, the gender quota is positive and very important moment for
the medium gender balance in the Municipal Assembly and
Parliament of Kosovo .
8. Diaspora only vote in parliamentary elections , because they do
not reflect interest in local matters .
9. Parliament of Kosovo must be composed of at least two
members of its diaspora .
10. Member of parliament can not hold both positions at the same
time minister or deputy minister .
11. No certified candidates for election from political parties who
are suspected of criminal offenses or have held in prison more than 6
months , it must be regulated by law of elections .
12 . Remove conditional voting , is now outdated.
13. To removed the seats reserved for minorities in the state of
Kosovo .
14. Validity of documents for voters should be uniform
throughout the state of Kosovo s northern municipalities therefore for
the state but also for other parts where Serb community lives .
15. CEC shall consist from nine members.
16. KKZ must be consist from civil servants .
17. KW must consist of civil servants .
18. Election should be decentralized as is decentralized state of
Kosovo .
19. CEC role should be only about The law enforcement
supervisor for elections at both levels in the future .
20. CEC should consist from judges and academic people who
have field of specialization from election .

21 . Kosovo needs over time to change the electoral system of
proportional in the majority .
22.Voting list should be maintained as a condition for good and
quality election.
23 .To simplify the work of the Counting and Results Centre.
24. The work of civil servants in the CEC should equal the
financial conditions of independent bodies and the yen compared with
administration of the Constitutional Court.
