SUMMARY
Peri-urban area of Belgrade is flexible and sensitive space in which take place
intensive 4emographic, economic, functional, social, cultural and morphological
changes. The expansion of the Belgrade urban core have encouraged the
construction of new residential areas and blocks,
infrastructural
and
suprastructural
systems, economic and non-economic facilities and then
eventually have disappeared rural settlements in the immediate vicinity of
Belgrade. The process of transformation of rural settlements from agricultural to
urban areas has resulted in their coalescence and merger to the settlement
Belgrade.
Peri-urban zone of Belgrade includes
19
settlements that are administratively
located in the territories of four municipalities
-
Voždovac, Zemun, Palilula
and
Čukarica.
The process of urbanization, that is, suburbanization, at first glance,
was „winning the settlements that are located on the main city traffic routes and
which diverge radially from the city center. Policy of the city during the
1960s
was directing the development of settlements, on the mentioned traffic routes by
activating of the industrial plants. These activities of the city have caused
populating and economic strengthening of settlements
Umka, Ostružnica,
Ripanj
and Padinska
Skela.
Accelerated economic transformation of these settlements
have encouraged population growth also in the neighboring settlements, which
are, mostly, inhabited by population of undeveloped areas of Serbia and the
former Yugoslavia. Simultaneously, members of agricultural households are
switching to mixed sources of revenue, achieving them by work in the secondary
sector. Settlements of the peri-urban belt, simultaneously with the process of
industrialization, affects and process of deagrarization.
Trend of working in industry, service and production activities, continues to the
1990s,
when settlements are changing again economic, social and morphological
structure. Poor development policy of the city has affected the intensification of
uncontrolled informal construction in parts of the settlement that are not
intended for that. Agricultural areas are decreasing and converting into the build
tissue of the city. Because of the poor build up control, most of the facilities that
are constructed back then are illegally constructed. An intensive process of
costruction was not cordinated with communal and social
infrastructural
equipment of the settlement. In this regard have been separated leading problems
that have led to the decreasing of the quality of the lifestyle of the inhabitants of
the observed settlements
-
bad traffic infrastructure, inadequate method of water
supply and sewage, drainage of the waste waters, gathering and storage of the
communal waste.
Ill
In the modern period, transformation of the settlements in the peri-urban belt of
Belgrade continues as well as processes of the populating of inhabitants and
change of the economic orientation of settlements are also continuing. Private
sector has the main role in the settlements economy.
Through history, development of the settlements was reflected in the mixed
functional role of the settlement in the system of the city. The primary function
of the observed settlements is a residential function, and also are intertwined
agricultural, commercial, economic, traffic, recreational, ecological and
protective and weekend function.
Today, settlements of the peri-urban belt have very strong spatial and functional
connections with Belgrade. Daily movements of population are mainly directed
towards Belgrade urban core.
Based on the economic and social base, settlements of the peri-urban belt are not
enough independent, so that soon could be expected separation of certain
settlements and formation of new municipalities. To that situation, certainly
contributes poor equipment of the settlements with public service facilities and
communal
infrastructural
networks.
In future development, the emphasis is on activities such as peri-urban
agriculture, sports and recreational activities, sustainable production and
processing activity, creation of commercial zones and promoting of the so-called
green industry. It would be realistic to expect changes in land use, which are
primarily related to the stopping expansion of the built up core, preventing of
transfer of agricultural land into urban built land. This goal can be achieved by
drafting and adoption of legal and planning documents and sanctioning of illegal
construction. In the future, managing of the settlements development in the peri-
urban area should take Belgrade center. It is recommended, that the future
development should be based on the guidelines of the
Europen
countries, which
have positive experiences in the planning of the peri-urban zones.
