SUMMARY
ADMINISTRATIVE AND TERRITORIAL
DIVISION OF KOSOVO 1944 - 2010
DOCUMENTS
During the history, the territory of Kosovo and other Albanian
inhabited territories have suffered changes as far as its territorial and
administrative division is concerned depending on different occupiers.
Every ruler on these territories established and organized its power based
on the administrative system which prevailed in the countries they came
from. The same was dome with the territory of Kosovo.
Treating the administrative and territorial division of Kosovo from
the scientific point of view, particularly in the period after the World War
II, requires a thorough and comprehensive objective study. So far, no
specific studies have been published concerning the administrative and
territorial division of Kosovo after the year 1944. As it is known, the
territory of Kosovo was put, against the will of the majority population,
under the administration of the Federative Peoples Republic of Yugoslavia,
respectively Peoples Republic of Serbia after World War II. Thus, all the
documents regarding the division and administrative arrangements of the
territory of Kosovo were based on the legal acts of the PR of Serbia.
The first administrative division of Kosovo was done in 1945
through the Law on Kosovo. In contrast to other republics, Peoples
Republic of Serbia comprised of two autonomous provinces. The laws,
which were adopted then, established Serbia as a federal unit comprising of
districts and the Autonomous Province of Vojvodina and the Autonomous
Province of Kosovo and Metohija. With regard to Kosovo, Serbia adopted
the Law on the establishment and the regulation of the Autonomous
Province of Kosovo and Metohija .
This status of Kosovo with some minor changes lasted until 1974,
when the new Yugoslav Constitution provided Kosovo with a constitutive
element within the Yugoslav federation. The first self-produced legal

provisions on the administrative and territorial arrangement of Kosovo
were adopted by the Kosovo’s Assembly in 1975. After the war in Kosovo
in 1999, legal provisions regarding the administrative and territorial
division of Kosovo were made by UNMIK.
After the declaration of Kosovo’s independence in 2008, the legal
provisions were adopted by the legitimate institutions of the Republic of
Kosovo. The last legal provision which regulates the administrative
division of Kosovo, based on the Constitution of the Republic of Kosovo
was adopted on 15 June 2008 as part of the Law on the Administrative
Boundaries of Municipalities.
The book is divided into two parts. The first part of the book
presents the theoretical aspect of the administrative division from 1944
until 2010, while the second part of the book provides documentation on
this issue.
The book is a modest contribution to shedding light to the issue of
administrative and territorial division of Kosovo, which until the end of the
war and the liberation of the country in 1999, was mainly done for the
interest of the governing bodies. The method of research used for the book,
first of all, is based on the written references on the topic, followed by the
study of legal provisions (constitutions, laws, decrees, administrative
instructions, etc.) which were published in the Official Gazettes or
specialized publications. Inclusion of maps on the administrative division
of Kosovo during specific periods in history enriches and adds to the value
of the book.
Documents were mainly collected from the documents and
collections of the Kosovo} s State Archive and the National and University
Library. The documents were in most part published in: the Official
Gazette of the Federative Peoples Republic of Yugoslavia, Peoples
Republic of Serbia and former Socialist Autonomous Province of Kosovo
and now the Republic of Kosovo, as well as, from specialized publications.
The book is being published as part of publishing activities of Kosovo’s
State Agency based on the Law on archive material and archives regarding
the publication of archive documents with special importance for the
historical past of Kosovo.
The issue of administrative and territorial division, as well as, the
decentralization process in Kosovo in recent years has raised public interest
on the issue making it particularly sensitive, because there are still some
unclear issues regarding the territorial and administrative division of
Kosovo in different periods of time and the aim of the decentralization.
