ÏNSTEAD
OF THE EPILOGUE
The drive for this study was born of the necessity
for complete specification of the data in my book,
which I worked on for years, The Journey of Albanian
Police
1913-1945 ,
which lacked the truth on the role
and place of
Halim
Jakova
in the Albanian Police.
Due to lack of experience in historical research and
the influence of some erroneous writings, I found
it difficult to reach the desirable solution, which
is why I worked for more than two years to shed
light on irrefutable truths pertaining to this blurry ,
unknown personality with the surname after his
hometown
Jakova .
Thanks to the courteous cooperation, the helpful
and generous assistance at all levels that I was offered
by Prof. Dr. Muhamet Pirraku, from Drenica, together
we succeeded in conducting the research. Through
evidence, archived written documents and numerous
proofs, we verified that
Halim
Jakova
is
Halim
Gostivari, who belongs to the Albanian renaissance
group that having fought with rifle and pen, later
worked on building the new Albanian state.
Halim
Jakova-Gostivari is noted down as the first leader of
the Albanian Police.
This designation and deserved estimation
for
Halim
Jakova-Gostivari does not subtract nor
diminish in any way the merits of
Halim
Tetova,
of the patriotic Derralla family, who labored and
fought in the footsteps of his father, the General
Mehmet
Pasha
Tetova.
The ignorance of those who wrote, or the walk
of the blind after the blind in knowledge, regarding

those who undertook to write about these two men,
oftentimes brought moral costs in the mixing of their
merits. I put the life of
Halim
Jakova-Gostivari at the
basis of the research, while I also wrote about the
profile of
Halim Tetova-Derralla
to clarify the written
muddiness as much as I could, thus fulfilling a supreme
will of the research leader, Prof. Dr. Muhamet Pirraku.
In the intended specification that I made, I was
led by Schopenhauer s statement: Give up criticism,
even that of good intentions, since it is easy to feed
people, whilst it is impossible to correct them. I hope
the scholars or historians mentioned in this study will
sympathize with me and, on this occasion, will expand
their field of further investigation to increase the candle
light of a novice in historiography for both Halims.
Returning to the heart of the problem, I add that
I am probably the first scholar that could find and
browse documents produced by
Halim
Jakova
himself
in the field of Police and tranquility in Albania. I
consider this a blessed privilege from the Lord, for I
dared write on an untouched area with the attention
that is long overdue.
I browsed and read a lot regarding a time
period of
19
years
(1908-1927),
I gathered and filed,
analyzed and evaluated as much as I could, but only
achieved the specification and final conclusion with
the encouragement and the masterful, scientific,
methodical care of the historian Muhamet Pirraku.
The electronic exchanges I had with the professor,
laconically presented in this research, clearly testify
to the toilsome efforts in the correct solution of the
dilemma.
In this study, Mr. Pirraku and I raised
Halim

since
Detraila
was alive, having received
even some of the merits or the patriotic activity of
Halim
Jakova.
The study proves that
Halim
Jakova-Gostivari is a
progeny of the Gostivar family, but born and raised in
Gjakova, where his forefathers had settled earlier. He
graduated from Robert College and was committed
to the national cause at a young age alongside people
led by H. Prishtina, B.
Curri
and I. Boletini.
Halim
worked powerfully in
Manastir
and Skopje, in fact,
here, he partook in the uprising of
1912;
he was in
Vlore
in the November of the national independence,
where he was selected as the first chairperson of the
Police in
1913.
The study illuminates the work of Gjakova-
Gostivari as an architect of the Albanian Police, where
his obvious legacy is of value in the organizational, legal
and administrative area of the Police in the time periods
1913, 1919-1920, 1922.
The valuable work of
Halim Gostivari
in the
Commission The National Defense of
Kosova,
alongside the great men of the nation, becomes clearer
and more complete in this study which removes the
dust of oblivion without malice, and presents
additional data on his role in
Dürres, Shkoder,
and
Kosova.
The study portrays even more convincingly the
personality of the patriot
Halim
Jakova-Gostivari
in rendering his activity in the Albanian Parliament
(1922/23),
where his strong character, his loyalty to
the law, his patriotism and determination to build a
just state are unfolded.
Halim
Gostivari, the faded meteor of our national

oblivion,
labored and fought with many patriots from
all the regions of Albania. Their mention in this study
further completes his shiny personality and proves
more compellingly the work he achieved in the interest
of the national cause, thus placing him in the rank of
great men such as Ismail Qemali and Hasan Prishtina.
In order to further complete and specify the study
and personality of the patriotic activist
Halim
Jakova-
Gostivari, we reserved a special place in portraying
the life of his brother Sadik, and his wife Gjylie Gyl,
where explanatory data on Halim s activity are given.
The appendix in the end of the study, and the
pictures presented here, add to the evidence on the two
Halims and prove even further their patriotic merits.
The zigzags in the life of this honorable man were
forcefully imposed by the political circumstances
and pressures by government chiefs. The study
does not gloss over nor does it tarnish; it realistically
represents Halim s troublesome, yet honorable life
through sublime sacrifices in considering no one
before his integrity and the law.
The work of
Halim
Jakova-Gostivari cannot
be erased; it cannot be alienated nor replaced; it is
engraved in the National Flag and the Flag of the
State Police. From now on, through the aid of this
study, he must be recognized and noted with dignity
in the history of the Albanian modern state, in the
history of Albania and in the historiography of the
Albanian Police, as its first architect.
Through this study, his work is visible in many
areas and in almost all Albanian territories. He will
be found everywhere in Albanian lands.
Halim
Jakova
deserves to be remembered, firstly in his hometown,

in Gjakova, where he was born and nourished in
patriotism; in
Manastir
and in Skopje, where he
contributed as a lawyer, as a Police leader and an
ardent activist in the club of Skopje; all over
Kosova
where he conducted his patriotic activity. The name
of
Halim
Gostivari should be present, respected and
honored even in Shkoder,
Dürres,
Tirane,
Vlore,
and
elsewhere, where he worked with devotion and zeal
for the future of Albania.
It is an obligation of the state in Albania and in
Kosova
to experience this man, known up until now
only for his merits in the Commission of the National
Defense of
Kosova.
Maybe someone, sometime, will remember and
dare propose that the name of
Halim
Jokova-Gostivari
be perpetuated in some institution, or be given to a
street, or be inscribed in a memorial, or be formally
remembered on a certain date. I believe that this
study is only a simple honor.
What I wrote I did not do for any profit. I dedicated
it to the hardworking people, the idealists of the
national cause, to those who left a good legacy in the
service of the nation and who deserve to be honored
and remembered, among whom is also my favorite
hero with a historian s passion, Professor Pirraku,
whom I thank as a student thanks the teacher.
