Armed separatist insurgencies have created a real dilemma for many national governments ol how
much freedom to grant aggrieved minorities without releasing territorial sovereignty over the nation-
state. This book examines different approaches that have been taken by seven states in South and
Southeast Asia to try and resolve this dilemma through various offers of autonomy. Providing new
insights into the conditions under which autonomy arrangements exacerbate or alleviate the problem
ot armed separatism, this comprehensive book includes in-depth analysis ol the circumstances that
lead men and women to take up arms in an effort to remove themselves from the state s borders by-
creating their own independent politv.
At a time when violent conflicts over secession and state building continue to rage, from the Sudan and much
of Africa to the Balkans and through Asia, this collection brings together a very timely range of studies that
investigates these phenomena in one of the world s hotspots: Southeast and South Asia. These are given
intellectual coherence and policy relevance by focusing on the critical question of whether institutional solutions,
such as autonomy, can overcome deeper conflicts over political power, social and cultural identity or more
concrete interests that are embedded in the political economy of countries.

Separatism has been a chronic symptom of the age of nation-states, especially in South and Southeast Asia
where several armed separatist movements are among the oldest ones in the world. After the Cold War, the
idea of granting autonomy to the troubling regions has been widely considered. But is it a solution? In what
conditions would it work or would not and to whose benefits? This book gives us insights into the issue from
different experiences with diverse historical, political and cultural backgrounds. The book takes us far beyond
the mere conflicts over territorial sovereignty and history, but offers several compelling ideas for the long term
solutions such as the necessity for the autonomy packages that integrate the rights of ordinary citizens. The

This collection is an important and quite unique reflection on secessionist movements in South and Southeast
Asia. Very rarely have these movements been systematically compared and analysed. Michelle Ann Miller has
gathered a number of respected specialists of each region to reflect on the conditions under which autonomy
has helped to reduce armed conflict. The book not only provides recent updates on these conflicts but also adds
a unique perspective by critically examining autonomy in the context of emerging democracies. It shows, very
convincingly, that simple formulas or assumptions about autonomy or the ability for democracies to successfully
implement meaningful autonomy are deeply flawed. While not rejecting autonomy, the book casts important
insights on its limitations. The volume also modestly cautions against overgeneralization, which
