POLITICAL ANTHROPOLOGY AND
MODERN WORLD SYSTEM
Summary
Critical condensing of Wallerstein s and Friedman s con¬
ceptions of the world system provides a necessary cognitive basis
for anthropological research of political cultures. Borders of the
modern world system are the borders of the global capitalist
economy and transnational system, that are the boundaries within
which global processes develop, which

in addition to the pro¬
cesses on local level
—
decisively impact the creation of structural
conditions in which particular political cultures take form, that is,
political idioms and political opinions and activities stemming
from these idioms. Therefore, introducing global systemic
perspective into political anthropology means contextualizing
political cultures within the modern world system.
Bearing in mind that cyclicity is the key feature of the
processes developing within the modern world system, it is
necessary that anthropologists who research political cultures be
ready for analyses both at microhistorical and macrohistorical
level. Cyclicity within the modern world system is reflected
through changes of interactional constellations of the global
capitalism, imperial hegemony and nationalism.
Imperial hegemony can be multilateral or unilateral. Cycle
of multilateral imperial hegemony constitutes a historical period
of struggle between a number of imperial powers striving to

expand the area under their hegemonies and thus gain the upper
hand over their competitors. On the other hand, cycle of
unilateral imperial hegemony constitutes a historical period of
peace and stability in transnational relations, with economic,
political and military domination exercised by only one imperial
power.
A period of multilateral imperial hegemony is characterized
by a strengthening of state interventionism in the economy,
whereas unilateral imperial hegemony is followed by a libe¬
ralization of the economy. Competition for imperial hegemony
within the modern world system requires national governments to
exercise control over the economy and hence to use it in fighting
competitors within the transnational system. On the other hand,
liberalization of the economy, i.e. weakening of the state s role in
the economy, suits unilateral imperial
hegemon.
Multilateral imperial hegemony and state interventionism in
the economy create conditions favourable for successful na¬
tional integralism, ranging from attainment of national legiti-
mization and national integration of existing states to realization
of pan-national pretensions. On the other hand, unilateral impe¬
rial hegemony and economic liberalization facilitate strengthe¬
ning of national particularism, ranging from loss of national
legitimization to disintegration of existing states.
Based on cyclical changes of interactional constellations of
global capitalism, imperial hegemony and nationalism, I have
reconstructed four cycles in the history of modern world system
so far: period of intense struggle between imperial powers, rale
of mercantilism in the economy and gradual creation of a
strongly integrated nation-states, from the outset of the modern
age, at the turn from the 15th into the 16th century, until
1815;
period of British unilateral imperial hegemony, domination of

liberalism,
loss of national Iegitimization of states
that had previously attained it, as well as halting of the process
of national integration, from
1815
until early 1870s; period of
renewed struggle between imperial powers, strengthening of
state interventionism in the economy and a rise of integralistic
nationalism, from early 1870s until
1945;
and the period of
unilateral imperial hegemony of the USA, economic liberaliza¬
tion and strengthening of political particularisms within nation-
states, from
1945
until the end of the 20th century. Russia s
reaffirmation as a
global power (facilitated by reestablished
state control over energy resources) and Chinese market
socialism give evidence that we are presently at the beginning
of a new cycle of multilateral imperial hegemony, rise of state
interventionism in the economy and strengthening of national
integralism.
