The Activity of the Ministerial Committee for the Country s
Home Affairs between
1939-1945
The Ministerial Committee for the Country s Home Affairs was established by the
Prime Minister of the Government in exile
Władysław Sikorski
on November
13,
1939
under the terms of the resolution of the Council of Ministers on November
8,
1939.
The main aim of this Committee was to supervise and coordinate actions and
projects connected with the occupied territory, as well as support the secret actions
of the nation to liberate the Republic Poland from the occupation.
In the initial period of its activity from November
13, 1939
to January
5, 1940,
the Committee was called the Ministerial Committee for the Country s Home Af¬
fairs but after the reorganization on January
6, 1940
it was renamed to the Commit¬
tee for the Country s Home Affairs.
From
1939
to
1945
four people held the function of the chairman. In turns they
were: general
Kazimierz
Sosnkowski since November
1939,
professor
Stanisław Kot
since January
1941,
Home Secretary and later Prime Minister
Stanisław Mikołajczyk
since February
1942,
Tomasz Arciszewski
since December
1944.
On the basis of the accessible and maintained documents it can be stated that
each person who held the position of the chairman created their own principles and
introduced changes in the activities of the Committee.
General Sosnkowski prepared himself to every deliberations very precisely, he
was the author of the acts, law statues. Moreover, he prepared order of the day.
Gen. Sosnkowski governed the four-man team composed of
Aleksander Ładoś,
Marian Seyda,
Jan Stańczyk
and general Marian
Kukieł.
On January
6, 1940
by the regulation of the Prime Minister W. Sikorski, the
Committee was reorganized. Since then the new members were
Stanisław Kot,
Stanisław Mikołajczyk, Jan Stańczyk
and general Marian
Kukieł.
After evacuation
of the Polish Government to London the first session took place on August
2, 1940
and later the Committee was not in session until
1941.
Summary
On January
2, 1941
Stanisław Kot
was appointed to the post of the chairman
of the Committee. He supervised works only in the first quarter of the
1941.
From
1941
to
1942
the Committee was not in session the second time. On February
2,
1942,
by the regulation of the Prime Minister W. Sikorski, the Committee was
reorganized and
Stanisław Mikołajczyk
succeeded to the post of the chairman of
the Committee and the first time in the deliberations participated
Władysław
Bana-
czyk, Adam Ciołkosz, Karol Popiel
and
Wacław Komarnicki,
as the new members.
The next change on the position of the chairman took place in November
1944.
After
Stanisław Mikołajczyk
a new Prime Minister
Tomasz
Ardszewski assumed
that position and as the new members of the Committee were appointed: Adam
Tarnowski, Zygmunt
Berezowski, general Marian
Kukieł, Bronisław Kuśnierz, Jan
Kwapiński,
Adam Pragier,
Władysław
Foíkierski,
Stanisław Sopicki.
Unfortunately
there are not many sources left describing the Committee work at that time.
The book is divided into five chapters in which the detailed issues discussed by
the numbers of the Committee are introduced.
Chapter I presents on the one hand circumstances of the formation of the Com¬
mittee, on the other hand, the organization of its works, details of meetings
—
ordinary or special, their appointments, place, reorganizations, long-term breaks.
During the meetings of the Committee were presented not only
permanents
—
the
nominated members, but also, especially in connection with deliberated problems,
some invited guests for example: other politicians, persons who knew or connected
the affairs, curriers. These persons could describe their point of view in the given
issue, propose resolutions or laws. The acts previously introduced by the Committee
were later heard by the Council of Ministers and these documents were passed or
rejected or, after changes, came into force.
Chapter II concerns the diverse political issues discussed during every meet¬
ing. They constitute the most extensive part of the work. During the debate they
were trying, above all, to work out often as a result of long and fierce debates, such
versions of appropriate documents resolving diverse issues of the political life of the
country, which could be presented to the Council of Ministers to the final settle¬
ment. They were discussing, apart from preparations of organizational principles of
the work in the country, the functioning of the Office of the Government Delegate,
decrees of the President of the Republic of Poland, the organization of the propa¬
ganda action and issuing the Bulletin.
Chapter III is devoted to the military issues present also on the agenda from
the beginning of the Committee. The members of the Committee discussed, among
others, military matters, the Continental Action, appointing the Government Dele¬
gates for the matters of the Polish emigration in France, Belgium and the Nether¬
lands, the Underground Action in Germany.
Chapter IV focuses on the socio-economic issues. The social subject matter
was deliberated during the debate with appearing problems of the population in
the country. The members of the Committee tried to organize the help for Poles, to

show solutions to current matters, to react to the extermination of the Polish popula¬
tion, they also dealt with economic matters.
Chapter V describes so called East affairs concerning the problems of the
Polish population in the Vilnius Region, the situation of Polish citizens of the Be-
lorussian nationality, the situation of Polish citizens of the Ukrainian nationality,
the relationships with the USSR. In the discussions and in elaborated documents of¬
ten appears the statement that it is in this matter crystallizing the Polish position.
The intensity of the work of the Committee was not the same, the deliberations
took place irregularly. A number of times, in vain, the Committee tired to set time
of regular meetings. For example, in January
1940,
after the reorganization of the
Committee by the Prime Minister W. Sikorski, it was decided that the meetings
would take place in Angers every Monday before an assembly of the Council of
Ministers, but that decision did not come into force.
The scope of the Committee actions was very wide. On the one hand all im¬
portant problems of Poland and the Poles were discussed and, on the other hand, it
was obliged to coordinate the aspiration of the nation towards the country liberation
from the enemy occupation.
