A. GLIOŽAITIS ADMINISTRATIVE TERRITORIAL DIVISION OF LITHUANIA IN MAPS FROM THE 15th TO 20th CENTURIES In old maps, we can find very diverse and unexpected information. To draw state borders and boundaries of administrative territorial divisions in maps was and re¬ mains one of the greatest concerns of map authors. After determination of State borders, its administrative territorial division is mapped. These data reflect political, social and other composition of the state ofthat time, its relations with neighbou¬ ring countries. Administrative territorial division presents one of the levers of autho¬ rities in governance of a state or empire. Selection of sizes and centres of administra¬ tive territorial units and determination of their importance in state governance de¬ termines all-round development of entire region and its future perspectives. Admi¬ nistrative territorial division of Lithuania, as plotted in maps over the centuries, reflects in a way the singularities of its complex history. In the present work, for analysis of Lithuania s administrative territorial division we did not use all the maps found and surviving till the present date, where the territory of Lithuania is shown. We have analysed only those maps that, in our opinion, are more distinctive and show in more universal manner the singularities of administratíve territorial division and were drawn by authors of higher repute. Their maps also partly reflect evalua¬ tion of political affairs in Central Europe. For example, after the Union of Lublin of 1569 the Grand Duchy of Lithuania and the Kingdom of Poland created a federal state. In Poland it is called Rzeczpospolita Obojga Narodów (the Commonwealth of Two Peoples) or simply Rzeczpospolita (the Commonwealth). Among maps publis¬ hed in the Western Europe in 1 6th- 18th centuries there are no maps with the names that could be translated to other languages as Commonwealth of Two Peoples . The maps are entitled as Regni Poloniae, Magni Ducatus Lithuaniae... (Kingdom of Poland, Grand Duchy of Lithuania...), Polonia et Lithuania... (Poland and Lithu¬ ania...) or Die Königliche REPUBLIK POLEN mit dem Grosherzogthum LITHAUEN (The Royal Commonwealth of Poland together with the Grand Du¬ chy of Lithuania), etc. The present work uses the name Lithuanian and Polish Com¬ monwealth,, which can be considered as conditionally summarised version of the names of the federal state of Lithuania and Poland as used in maps. Surviving written sources imply that the territory inhabited by the Baits was already divided administratively about the 9th- 11 th centuries, but no maps exist or 372 ■ summary were found showing the division. Only in our times creation of historical maps of lands inhabited by the Baits in 9th— 15th centuries started, which maps also present fragments of administrative territorial division. The earliest instance when the name of Lithuania — LITUA — is first mentioned in written sources is the Quedlinburg Annals of 1009. In maps found up to this date, the earliest mentioning of Lithua¬ nians as a tribe or nation is met in the World Map of 1311 drawn by Italian Pietro Visconte, where they are named as LETOINI PAGANI (the pagan Lithuanians). Lithuania as a State is first named in World Atlas by Italian cartographer Angelino De Laporto (in Lithuania also known as Dulcerto or Dolorto) of 1339, where the World Map contains the name oíLINTEFUNIA (Lithuania). The maps from the 15th century for the first time contain the name of the LITVÁNIA MAGNUS DUCATUS (the Grand Duchy of Lithuania). This is what we find in the map of Central Europe by N. Cusanus, drawn in about 1450 and published in 1491 (QVOD ТОСТА EST GERMANIA TOTA TABELLA: ET LA- TUS ITALIE QVODPROSPICIS ALPES, SAUROMATUA...). No cartographic ma¬ terial from the 15th century showing borders of the GDL and its territorial division was found so far. Primary information about Lithuania in the maps was not concer¬ ned with its territorial division, it has only to state that there is such a land named Lithuania or to mark only some objects ofthat land. Such inscriptions are found in maps intended to show the World or Europe. The map of Central Europe of N. Cusanus as redrafted in the 16th century ( TABULA MODERNA POLONIE, UNGARIE, BOEMIE, GERMANIE, RUSSIE, LITHUANIĘ shows, for the first time, Lithuania as consisting of two administrative territorial units: Samogitia and Ducatus Lithuanie (the Duchy of Lithuania), but their boundaries are not marked. The map was upgraded in 1507 by Marcus Beneventanus. In the 16th century, accounting of lands of the Grand Duchy of Lithuania was performed, the legislative regulation of which was described in Statutes of Lithuania (the 1st one was adopted in 1529, the 2nd in 1566, and the 3rd in 1588) and in the Law on Valak Reform as adopted in 1557 and named the VaUk ReguUtion. During implementation of the Valak Reform in the Grand Duchy of Lithuania in 1564- 1566, administrative reform was also performed. In 1565-1566 the Vilnius Seimas divided the GDL to 13 voivodeships, and the latter to 26 powiats ( districts ). Vario¬ us sources mention different numbers of voivodeships and powiats in the GDL in the 16th century. In addition to Samogitian Eldership, from 10 to 13 voivodeships of the GDL are mentioned, comprising from 22 to 26 powiats. The GDL administra¬ tive territorial division as approved by Vilnius Seimas in 1565-1566, was however, short-lived. After Union of Lublin of 1569 the GDL lost some of its lands and the administrative territorial division changed. summary щ 373 In the 16th century, map creation in the Western Europe became more intensive, the number of maps increased and more of them have survived till the present day. The maps also became more detailed. They present some (though non-exhaustive) information about administrative territorial division of states, including the GDL. The maps from the I6cil century as analysed in the present work can be relatively divided into the following groups: 1. Maps showing the world, the European continent or a significant part thereof; 2. Maps showing a part of the GDL but intended to show neighbouring coun¬ tries; 3. Maps showing the GDL together with neighbouring countries; 4. Maps showing only the GDL. Marking of boundaries of the GDL s administrative territorial divisions began only in the late 16th century, for example in the map of Lithuania by Gerardus Mercatorius (published in 1595). In the 17th century, the GDL maps showing boundaries of its administrative territorial units were created not only in Western Europe but also already in Lithu¬ ania. It may be claimed than among maps from the 17th century the administrative ones prevail. Their titles usually end with a phrase like cum suis pahtinibus (inclu¬ ding division to voivodeships). Even when maps are not named as administrative, most of them nevertheless include boundaries of administrative territorial units. For example, in the map of the GDL by Duke Mikołaj Krzysztof Radziwiłł the Orphan from 1613 and in other maps from the 17th century, we already find the powiats (districtus, castellania). Initially, only their administrative centres are shown, but la¬ ter their boundaries also appear. In addition to the abovementioned administrative territorial units of the GDL, the maps from the 17th century start showing smaller units, like dukedoms {ducatus), lands {terra) and territories {territorium). Relative division of maps drawn in the Western Europe in the 17th century and showing Lithuania would substantially remain the same as of those from the 16th century. It can only be appended with the group of maps showing the Lithuanian and Polish Commonwealth. Among maps from the 17th century we may distinguish a map of the Grand Duchy of Lithuania of 1613 made by Lithuanians themselves under supervision and at account of the Duke M. K. Radziwiłł. It is not named as administrative, but it provides boundaries of administrative territorial units and shows cities and towns that were administrative centres at that time. Maps from 17th century also reflect losses of the GDL. It has lost its southern voivodeships (Volyn, Kiev, Braclav) and western part of Podlache Voivodeship. After the Union of Lublin of 1569, these voivodeships were attached to the Kingdom of 374 ■ summary Poland. The GDL also lost its eastern administrative territorial units governed by the Grand Duke Casimir. In the 18th century, map publishing became even more intensive in the Western Europe. They acquired more details, were prepared in more professional way, and were more varied and accurate in general. Maps made during the 17ch century con¬ tinued to be published in the 18th century as well. This includes redrafts of the Duke M. K. Radziwiłł GDL map of 1613 by Blaeu and Hondy, maps by J. and R. Otens showing division of the GDL to voivodeships, etc. Maps showing the GDL were drawn in Western Europe, and in the second half of the 18th century they also appeared in the Russian Empire. Relative division of maps from the 18th century with entire GDL or a part of it shown would remain the same as that for maps from the 17 century. It can only be appended with maps showing partitions of the Lithuanian and Polish Commonwealth. GDL maps drawn in the 18ch century in the Western Europe mark from 7 to 9 voivodeships, the Duchy of Samogitia and the Courland. Samogitia is presented as administrative territorial unit of the GDL and is named as a duchy. Its western boundary reaches the Baltic Sea, and the northeast corner is shown in various ways. In some maps Samogitia is not attributed to the GDL. There are maps where Polese - a former voivodeship of Brest (Brasta) - is not attributed to the GDL as well. Other maps show Vitebsk Voivodeship s Breslauja powiat as a separate voivodeship. Some maps contain inscription Lithuania Propria (the Real Lithuania), and mark its boundaries. It is identified with boundaries of Vilnius and Trakai Voivodeships. There also are such inscriptions as Russia Alba (the White Russia), Livonie Polonoise (the Polish Livonia), Russie bhnche Polonoise (the White Polish Russia), Russia Polo- noise (the Polish Russia). There are maps showing the Lithuanian and Polish Com¬ monwealth but naming it as the Kingdom of Poland. There the GDL is understood as administrative territorial unit of the Kingdom of Poland — a governorate. At the end of the 18th century, drawing of the GDL maps started in the Russian Empire as well. Some maps that were drawn in the Western Europe and the Russian Empire in the second half of the 18th century show boundaries of partitions of the Lithuanian and Polish Commonwealth. There were three partitions (in 1772, 1793 and 1795). The GDL lands that were taken by the Russian Empire during the first partition of the Lithuanian and Polish Commonwealth are shown in the maps in two ways: as still belonging to the GDL and bordering with the Russian Empire in the east or as lands of the Russian Empire. Maps that mark the partitions of the Lithu¬ anian and Polish Commonwealth and were drawn ín the Western Europe still show the former administrative territorial units of the GDL, and only some cases their boundaries are adjusted. SUMMARY ■ Maps created in the 18th century in the Russian Empire show administrative territorial division of the GDL as established by authorities of the Empire. Lithua¬ nian is divided into vicegerencies {намесничество), governorates and districts {уезд). The administrative territorial division was frequently changed to adapt it to the needs of the imperial authorities. Centres of administrative territorial units were also modified. For example, Trakai were turned into district centre only, the Duchy of Samogitia disappearedat all, etc. All these facts are reflected in maps and atlases issued in the Russian Empire. Various information about administrative territorial division of the GDL can be found in the maps from Western Europe from the 16th— 1 8th centuries. For example, in some maps, western boundary of Samogitia does not reach the Baltic Sea, and its northeast corner goes as far as Zárasai, etc. Neighbours of the GDL are named in different ways in the maps. Maps from the 16th century show that in the east the GDL adjoins Russtaalba sive Moscovia (the White Russia or Moscovia) or Ducatus Moscovia (Duchy of Moscow) and Smolenzcnia (Smolensk Land). In the 17ch century it is claimed that in the east the GDL adjoins Alba Moscoviaepars (the land of the White Moscow) or Magni Ducis Moscovia (the Grand Duke of Moscow), or Knes nu Czar de Moscovie (the Duke and Now Czar of Moscow). There are maps that, among eastern neighbours of the GDL, list duchies: Duche de Smolensko (Smolensk Duchy), Duche de Novogorod Severskí (Duchy of Novgorod Severskí) and duche de Czernihow (Duchy of Chernihow). Maps from the 18th century indicate that in the east the GDL adjoins Moscovia, or Frontieres des Estats du Czar de Moscovie (lands of the Czar of Moscow), or Russiae Nigrae (the Black Russia), or simply Russia, or Russian Empire Europe (Empire ofEuropean Russia). On the eastern periphery of the GDL they also distinguish the duchies of Smolensk, Novgorod, Severs and Chernihow. There are maps that name the territory that fell to Russia during the first partition of the Lithuanian and Polish Commonwealth as Parte del regno di Polonia ceduta Aliba Russia (the part of the Kingdom of Poland that was transferred to the White Russia). Some maps from the 18th century that were intended to show Russia indicate as its western neighbour not the GDL but Poland. For example, Jacques Chiquet ( 1673- 1721), ín his map 1711 Estates du grand duc de Moscovie ou de lempereur de L· Russia Blanca drawn ín 1711, instead of the GDL as western neighbouring country shows Partie de Pohgne (part of Poland). Isaak Tirion (?? — approx.1769) in his map of Russia Nieuwekaart von Muskovie as Rusland issued about 1734 notes that Russia s western neighbour is Polen (Poland). In smaller font, as administrative units of Po¬ land, it shows Lithuwen and Volhynie (Lithuanian and Volyn). In the 19th century, map publishing became more active in the Russian Empire. In their quality, these maps already matched those published in the Western Euro- 376 ■ summary pe. The maps from the 19rh century, especially administrative ones, reflect in a way the position of Lithuania in European political development ofthat time. Empires expanded in the 19th century, and therefore the administrative territo¬ rial division was frequently changed and adapted to the needs of these empires. Under influence of these processes, the GDL decayed already at the end of the 18Eh century. From then on the name of Lithuania stops to be mentioned in maps. The GDL and its former administrative territorial division are shown only in historical maps. From the end of the 18th century and up to beginning of the 20th century, Lithuania s administrative territorial division was mapped only by cartographers of the Russian Empire. Boundaries of administrative units are shown in maps ofthat time. These were also prepared for separate regions and each governorate. Administ¬ rative maps of governorates also used to show boundaries of districts {ujiezd). During the war between Russia and France of 1812, French administrative terri¬ torial division was introduced in Lithuania. The GDL was divided into departments and districts. After the war, the GDL administrative territorial divisions as introdu¬ ced by the Russian Empire were restored. Up to the middle of the 19th century, number and names of governorates in the GDL territory were changed. Later these changes ceased. All this was reflected in maps. The maps were published in Russian and Polish. Užnemuné Region (Sudovia), which was attributed to Augustav Gover¬ norate of the Kingdom of Poland and later to that of Suwałki, is shown in maps of the Kingdom of Poland. For entire 19 century, the authorities of the Russian Empire aimed to denationa¬ lise Lithuania. Administrative territorial division also was supposed to serve the goals of this policy. For this purpose the administrative territorial units were connected into regions: Western Russia, Northwest Region, etc. Special laws were issued for these regions, restricting rights and activities of native peoples. In the beginning of the 20th century, publishing of maps of Lithuania in Lithu¬ anian started. In the 20 century, boundaries of Lithuanian administrative territorial units we¬ re drawn by Russia, Germany and USSR, by the Allied Powers, Poland, France and, after restoration of statehood in 1918, by the Republic of Lithuania as well. Each occupational authority, considering its own needs, implemented selection of num¬ ber of levels of administrative territorial units. Two- or three-level administrative territorial division used to be chosen. Each of the powers also changed sizes, bounda¬ ries and names of the administrative territorial units. During the World War I and II, occupational regimes introduced administrative territorial divisions that were adap¬ ted to the needs of wars. The former administrative territorial division can be seen in maps ofthat time. SUMMARY After the World War I, when statehood was restored Ín the Republic of Lithua¬ nia, it was divided into counties and rural districts. This type of administrative ter¬ ritorial division remained in force up to occupation of Lithuania in 1940 as a result of Molotov- Ribbentrop Pact, and the beginning of the World War II. In the course of the war, the Republic of Lithuania was occupied by Germany and named as Generalbezirks Litauen (general district of Lithuania), and German administrative territorial division was introduced. At the end of the war, the Republic of Lithuania was once again occupied by the USSR. Military resistance to the second occupation by the USSR began in the Republic of Lithuania already before the end of the World War II. It was professionally orga¬ nised and comprised entire territory of the Republic of Lithuania. The armed resis¬ tance was organised on territorial basis. The Union of Lithuanian Freedom Fighters divided entire Lithuanian territory into three areas: Western Lithuania (the Sea s), Eastern Lithuania (the King s Mindaugas) and Southern Lithuania (the Nemunas ). These areas were subdivided into nine districts. The area of Western Lithuania was divided into Zemaiciq., Prisikêlimo and Kźstucio districts; the area of Southern Lit¬ huania - into Tauro and Dainavos districts; and the area of Eastern Lithuania - into Algirdo, Vyčio, Vytauto and Didžiosios Kovos districts. In turn, each district was divided into troops that had their own territories of activity. 26 troops operated Ín total. Documentary evidence shows that command of the Union of Lithuanian Fre¬ edom Fighters had divided entire territory of Lithuania on three levels: area, district and territory or troop activities. In territories of troop activities, companies and re¬ gions operated. For example, in the troop of Duke Margis, companies of Gedimino, Dariaus ir Giréno and Tumo-Vaižganto operated, just as Auçros region. Such admi¬ nistrative territorial division allowed efficient control of entire Lithuanian territory under conditions of war. The administrative territorial division of Lithuania as set by command of the Union of Lithuanian Freedom Fighters was marked in its maps but not publicised in the conditions of fight. A part of the maps, schemes and docu¬ ments have survived and are kept in the Genocide and Resistance Research Centre. The Russian Empire, the German Reich and the USSR paid special importance to drawing of boundaries of administrative territorial units in maps. The USSR aut¬ horities, maintaining traditions of the czarist Russia, used the administrative territo¬ rial division in its attempts to implement annexation policies and to facilitate gover¬ nance of the huge empire. The principle attitude was to divide the USSR into soviet republics (SSR). These in turn were ¿iviáeà into smaller administrative territorial units (autonomous soviet socialist republics, lands, areas, regions, districts, etc.). Administrative territorial division of the USSR was complex and confused, declared to be based upon ethnic principles but in practice the these were not followed. 378 ■ summary USSR has prepared detailed manuals and drew operative map-catalogue M 1:100 000, including administrative boundaries. This was used in cartography factories. The administrative territorial division as introduced by the USSR was used for half of the century. After restoration of independence of the Republic of Lithuania in 1990, active discussions concerning administrative territorial division took place among politi¬ cians, social figures and in media. Preparation of the Law on the Territorial Admi¬ nistrative Units of the Republic of Lithuania was politicised. Attempts to influence these discussions were made by public organisation and even public servants of neigh¬ bouring countries. It was decided to preserve the occupational administrative terri¬ torial division of Lithuania into regions and their boundaries, and, after connecting them, to create a new governance level — counties. For this purpose, on 19 July 1994 the Seimas of the Republic of Lithuania adopted the Law on Administrative Territo¬ rial Units of the Republic of Lithuania and their Boundaries. First article of the Law states that the territorial administrative unit of the Republic of Lithuania is apart of the territory, the governing whereof is organised by the Government of the Republic of Lithua¬ nia or the institutions of local authorities. Article three states that towns are compactly built up residential areas, the population of which exceeds 3000. Article four lists municipalities of the Republic of Lithuania (56 in total). Article five enumerates counties (ten counties in totói). First paragraph of the Lithuanian Seimas decree On Implementation of the Law of the Republic ofLithuania on Administrative Territorial Units and their Boundaries states that administrative territorial reformation shall be implemented in two stages. Fourth paragraph states that an alternative bill concerning territorial administrative units of the Republic ofLithuania and their boundaries will be presented, which will consti¬ tute a project for second stage of the reform. Such project was published on 19 August 1994 in official magazine Valstybe s žiniosNo. 64. In 2000 the number of municipalities was increased. In the beginning of 2000, there were 10 counties, 60 municipalities and 546 elderships in the Republic of Lithuania. The administrative territorial reform is not yet completed. Preparations for second stage of the administrative territorial reformation are still in progress. Association of Lithuanian Municipalities believes that the process must be imple¬ mented gradually. It is planned that in 2008 the Government of the Republic of Lithuania will present its suggestions on reformation of administrative territorial division until municipal elections of 2011.
