SUMMARY
The study attempts to explore the system of political offices and the life
of civil servants in Moravia towards the end of the Austro-Hungarian
Empire, as illustrated by the life story of one particular person. It is not an
actual biography, but rather an analysis of the civil servant environment
with some biographical elements. The career of
Jan Černý,
whose life was
chosen as a model example, and who also acts as a kind of guide throughout
the work, has enabled the author to create a coherent narrative about
a official in the Moravian public administration at the beginning of the
20th century. The years of
Černý s
service have been divided into several
stages, so as to be able to draw conclusions of a more general nature,
applicable to Moravian as well as civil service as a whole, and to incorporate
Černý s
life story into general political and social schemes.
For an historian focusing on civil service at the end of Francis Joseph s
reign,
Černý s
career makes an ideal example, for many reasons. It started
at the very close of the 19th century, a time when civil servants entered the
last, most dynamic stage of their social and professional development.
Whereas the legal framework for public administration and its internal
mechanisms had already been firmly established and time-tested, civil
servants had yet to wait for the codification of their employment and legal
status. This only came on the eve of the World War I. During the last two
decades of the Austro-Hungarian Empire, civil servants enjoyed far better
living and work conditions than their predecessors in the latter half of the
19th century; a fresh wind had blown into the stale environment. Committed
civic attitude, active press, politics and nationalism on one side, as well as
the mental emancipation of Czech nationals in civil service, transformations
within the financial and social sphere, an increased agenda and authority,
and leveling of the profession s exclusivity status on the other, had disrupted
the traditional image of the imperial and royal public administration,
and determined the conduct of its representatives. Apart from the shift in
the social and professional characteristics of civil servants, the overall social
climate had undergone a radical transformation. The previously latent
tension between Czechs and Germans had escalated into a national discord
which caused an irrevocable differentiation and fragmentation of society,
and subsequently also public administration offices. Nationality and language
were a far greater factor in a career of any civil servant, even on the lowest

rung of the hierarchy on the periphery, than their abilities, knowledge, or
presumable loyalty to the throne.
Jan Černý
was a Czech
-
natural, balanced
and unassuming, if not a very ardent one, which offered him countless
opportunities to discover the key aspect of His Majesty s servants life: far
more than a German civil servant would have. In the course of his career,
Černý
went through all instances of the public administration: district
administration, the vicegerency, and the ministry. The variety of offices
Černý
held made his career very exceptional; however, his years of
service show yet another substantial trait
-
continuity with Czechoslovak
administration.
Černý
was one of those who had smoothly gone on to serve
the new state, which puts his story into perspective. The nature of his service
-
the various offices he held, his progression on the professional ladder,
his relations with his superiors, communication with the region he served
and with various entities there
-
reflected a model professional path of a
college-educated civil servant. It has provided a framework through which
we have gained a broad overlook of one stage of development of the political
administration and its employees.
This paper does definitely not aspire to become a comprehensive history
of civil service in the late Austro-Hungarian Empire. A synthetic interpretation
would require many more years of effort, focusing on all section of the civil
service sector. The study focuses on the as yet neglected Moravian environment
and its particularities, and on all instances of the state (political) administration,
aiming at summarizing and analyzing relevant sources of information.
Utilization of the biographical element has enabled the author to maintain
a continuous storyline despite the convoluted nature of the bureaucratic
apparatus. We have intentionally avoided an impersonal regional or
institutional study as a possible methodological approach, and try to explore
the distinctive world of civil servants through a particular life story, privi¬
leged but by no means unique. We are aware of the difficulties such an
approach may present, since it cannot work with a number of exceptions,
and is incapable of grasping the considerable diversity of various administrative
careers. Considering the generally low knowledge of the civil service, the
paper has become a means to disprove a number of fallacies and myths
traditionally associated with the notion, be it the phenomenon of Czech-
German rivalry, the administrative and legal area, or the state s relationship
to self-governing authorities or citizens.

structure,
show how difficult the civil service sector was to grasp as a whole.
The division into basic categories is in itself very complicated, and it is also
very difficult to place the civil service sector correctly within the population
structure in the Czech lands from the
18*
to the 20th century. On the other
hand, we have managed to correct the traditional
cliché
claiming that
Moravian political administration was an exclusive domain of German
officials, even though we should reiterate that critical power was indeed
accumulated in German hands. From the time of Maria Theresa, which marked
the beginnings of a modern bureaucracy, this professional environment
presented a particular opportunity for the German educated classes. Czechs
infiltrated the ranks of civil servants very slowly: the tide had only turned
in their favor in the last quarter of the 19th century, and especially at the
beginning of the 20th century. Just as the Czech element gained more ground
in local self-government, Czech civil servants acquired more influence,
obtaining crucial offices. However, whereas something we could call
(respected) emancipation of Czechs occurred at the first instance, the highest
offices remained unattainable for them. In this respect, Moravia differs from
Bohemia, where Czech officials were able to assert themselves more.
By following the life story of a specific person, offices of civil servants
have come alive; laws, articles, career ranks, salaries, and codes of conduct
have gained meaning; unwritten principles governing the civil servants
careers have come to light, for example when studying the rotation among
various offices, promotions or conduct outside of office. The story of a
particular person has enabled us to demonstrate the functioning of the
system, its rules and the degree to which they were binding for everyone,
and differences between the individual instances. We have focused especially
on the district level, constructing it as a wider insight into the functioning
and structure of the basic element of public administration, and an
environment which had become a lifelong milieu of the majority of civil
servants. Studying the district presidencies has enabled us to study the
position of ordinary employees, as well as the personal profiles of the district
presidents, and their influence on the region they governed. We were
subsequently able to apply the career models and principles to passages
devoted to higher offices. This enabled us to focus on the actual course of
Černý s
career; in the case of the governorate, we have devoted more space
to the presidential office, which

had become the head of, and to the
events of October
1918
as the turning point of his career. We have even

explored the everyday life of a civil servant and his family, his interests and
pursuits, his circle of closest friends, and his affiliation to a certain class
within a still highly class-differentiated society. In this respect, we were able
to draw from a number of published research papers and social studies.
The figure of a official had become history nearly a hundred years ago,
just like the time he lived in. However, the long gone image of a civil servant
has survived, and gained a life of its own. In our lands, an Austrian official
is often viewed as a bizarre character from period anecdotes, fiction or old
films. He has disappeared from people s knowledge, as well as from history
books; grasping the civil servants class is even difficult for historians.
The reason for this may partially lie in the fact that a civil servant has never
been and will never be the bearer of romantic notions fitting the prominent
protagonists of history, even though he was, is and will probably remain
one of the decisive factors with a crucial impact on the life of every citizen.
The existence of civil servants is something we do not give much thought,
something we consider given and natural. However, even this is a part of
an Austrian civil servant s heritage: people are still hardly interested in
anything the civil servants decide. Today s civil service still largely follows
the principles created two centuries ago; thanks to their authority, civil
servants still have an exceptional status in society; they still apply
a monocratic principle in their decision making; the civil service still has
a strict internal hierarchy; years of experience, education and qualifications
still play a substantial role in civil servants careers, and influence their
financial remuneration. The civil service still suffers from the same ailments
as those pointed out in Koerber s studies on the reform of public administration:
elitism, self-containment, estrangement from society, bloating, formalism,
clumsiness, lack of empathy, and incomprehensible decisions. Today s civil
servants are no longer deprived of their fundamental personal rights; their
personal lives are no longer monitored; they are not forced to move from
office to office; and they are granted gender equality. On the other hand,
they have still remained virtually unpunishable for their actions. Salaries,
pension plans, social benefits, tenure, vacation, and working hours
-
the
crucial points of discussion regarding the Austrian civil service
-
are still
as relevant today as they were then, as is the social discourse regarding the
impartiality, incorruptibility, usefulness, efficiency, as well as the future of
civil servants. The life story of an Austrian official proves that something of
the 19th century still lives within us today.
