Summary
After a long-lasting period of national bondage and fight for independence, in
1918
Poland appeared on the map of Europe as an independent state. The year of
2008
marked the 90th anniversary of the independence, which has evoked deeper reflec¬
tions. In this publication the reflections refer to the eastern foreign affairs of the Third
Polish Republic. Their character results from the uniqueness of the eastern countries
-
the countries in East Europe, the South Caucasus and Central Asia
-
but also from
the changes which occurred and which have still been taking place in the close and
further international surroundings of Poland.
Since the USRR demise the international situation has been evolving. The geo¬
politics has changed in that part of the continent, and thus also the conditions which
Polish foreign affairs are carried out in, including the policy towards the states in the
East. In the early
1990s
the aim of Polish diplomacy, and partly also the society, was
the membership in the NATO and the European Union. These goals were achieved in
1999
and
2004
respectively. However, the situation changed in the 21st century. Since
that time Poland
-
already as a member of the above mentioned organizations
-
has
been obliged to create the eastern policy within the Single Foreign and Security Policy
of the European Union as well as the NATO eastern policy. Within these structures
one can build coalitions in order to support the interests of the Central European
countries towards the partners from the East, but the dependence on the
EU
single
policy puts the Slavic unity at risk. The social and cultural space of the Slavic states has
been divided with a glass curtain as a result of the
EU
enlargement towards the East.
In order to prevent these divisions, Poland s best interest as a member of the
EU
and
NATO is to support the eastern countries on their way to the European integration
as well as closer co-operation, strengthening of democratic changes and stability of the
so called security vacuum area, which consists of the states from the region which are
not members of the
EU
or NATO.
For many years there has been an unsatisfying debate concerning Poland s eastern
policy. Some participants of the debate doubt if Poland has any vision of the policy
aimed at our eastern neighbours at all. Others claim that Poland not only has such a vi¬
sion but also is able to and should realise it within the European Union as the leading
actor, the most competent in the matter. They refer to Poland s geopolitical position
and its historic experience.
Therefore, it is legitimate to look at the Polish eastern policy not only in the con¬
temporary political dimension but also to give a broader context, including different
experiences and concepts. Thus, there is place for the experience of the Second Polish
Republic, the period of the Polish People s Republic, ideas and proposals of the Paris
Culture ;
ups
and downs of the system transformation after
1989
and finally, eve-
ryday activities of the governments and political groups in the revived Third Polish
Republic.
The research area has been divided into four main sections, which is reflected in
the publication. The first part of the book is devoted to the conditions of Poland s
eastern policy, which, as it seems, give quite an ambiguous dimension to the politics
nowadays. First of all, the book faces the difficult heritage of the history of the last few
decades, particularly the Polish dependence on the USSR and the presence in the bloc
of
the people s democracy states. Moreover, cultural conditions have been analysed
and a few leading problems have been characterised, concerning military, economic
and religious issues. The element essential for the book is the presentation of Poland s
geopolitical position in the changing European reality after
1989.
In the second part the attempts have been made to present the essence of Poland s
eastern policy, its origins and historic context. The views of people who contributed to
its creation have also been outlined. Among others, a distinguished Pole and historian,
Oskar
Halecki, has been presented
-
the creator of a very interesting geopolitical con¬
cept related to the idea of East-Central Europe, the concept essential when discussing
the place and role of Poland in the region. One could not leave out the discussion on
interesting ideas by
Jerzy Giedroyć,
the editor commonly acknowledged as one of the
forefathers of Polish eastern policy. Moreover, the evolution in the approach towards
Poland s eastern policy in the recent years has been presented, the result of the chang¬
es occurring in the very Poland but also outside its borders, especially the eastern
ones. And finally, the authors faced the legend concerning the basic assumptions of
the eastern policy of our state, which put in the first place some kind of romantic ap¬
proach to this question, which calls for the reorienting of our political priorities from
the eastern direction to the western one.
In the third part of the book the realisation of Poland s eastern policy has been
shown. Because of a vast thematic range and the change of the geopolitical system in
Poland s international surroundings, the analysis of its relations with the states imme¬
diately outside our eastern borders has been extended to the relations with the states
from the regions of the South Caucasus and Central Asia. In the first place extremely
complicated relations with Russia after
1999
have been outlined. Furthermore, the
book presents the main aims and problems in the Polish policy towards the Ukraine
and Belarus
-
the states of great importance for the Polish interests in the East, which
is proven by the fact that the relations with the Ukraine have been called a strategic
partnership. Polish membership in the
EU
imposes an obligation to consider the rela¬
tionships with Lithuania within broader relations
-
together with other Baltic states:
Latvia and Estonia. It is worth mentioning that the common history of Poland and
Lithuania
-
the heritage of the Republic of the Two (Many) Nations
-
gives an excel¬
lent example which should be followed for the sake of the effective co-operation for
the
EU
eastern policy. The
EU
enlargement towards the East in
2004
and particularly
in
2007
contributed to the fact that the area till recently important to the very Poland
is now in the sphere of Poland s interests as an
EU
member. Therefore, Poland should
commit itself more to creating the
EU
single policy concerning these areas. The analy¬
sis in this part of the publication ends with the discussion on the Polish policy towards
the people of Polish origin in East Europe.
In the fourth part, attempts have been made to present a new framework of con¬
structing Poland s eastern policy as an
EU
member; thus, a concept of the eastern
policy of the Community has been indicated. Poland as an
EU
member is obliged to
get to know the interests of other
EU
states (groups of states). In the first place, the
policy at the level of the
EU as a
whole has been presented, with the main impact on
the evolution and new elements in the
EU
policy towards the eastern states. Next,
the policy towards the eastern partners from the level of the member states has been
outlined. The authors of particular analyses tried to show to what extent the policy of
a particular state (group of states) is a component of the
EU
policy or a separate policy
aimed at the realisation of particular interests, and to indicate the uniqueness of the
policy of a particular state (group of states) compared with other
EU
members inter¬
ested in the eastern policy.
In spite of the changes occurring on the map of Europe, Poland still remains a state
symbolically located between the East and West. Such a position makes Poland pre¬
destined to the creation of the
EU
single policy. The success of Poland s eastern policy
and its reliability in the eyes of the eastern neighbours depend on the question if Po¬
land achieves success in convincing the so called old
EU
states to deepening the co-op¬
eration and further engagement in the eastern states issue. Naturally, one should not
take only romantic aspects into account, but also refer to the contemporary situation
of the countries of the area and put the Polish policy in a broader European context,
including new co-operation mechanisms, as well as the Atlantic context. There are
some symptoms of changes; not only the effectiveness of the
EU
and NATO policy but
also the reliability on the international arena depend on the question if Poland and the
EU
and NATO member states efficiently interpret the signals coming from this area.
