Summary
Zveno is one of the most interesting and intriguing organizations
in the first half of the 20th century. The organization is founded by civil¬
ians and military men in
1927.
It expresses their disappointment in the
political, economic and social life of the state. The quarter turns into a
political group in
1930
but it does not succeed in building a stable or¬
ganizational network and in receiving a wider public support. It is char¬
acterized by its elitism and the small number of its members. The leaders
declare the Zveno organization a public non-party formation which is
independent of the political and social fronts. In the same year when the
circle was founded Damyan Velchev lays the foundations of the Secret
military union. From the very beginning the actions of the so-formed
group of disatisfied
devetoyunči
have two target groups: the broad so¬
cial-political circles in the government and in the opposition on one hand
and the military circles on the other.
Zveno does not manage to present a complete and detailed pro¬
gram before the public. It keeps being developed over the years. The
central premise of their theory is that the state needs to undergo a full
range reformations. In
1928-1929
the parliamentary democracy is main¬
tained as the rightest method and the political parties do not reject it.
They consider that the best solution of the problems is the reformation
and elaboration of the institutions and the parties. Despite their strong
critic at the legislative and the executive authorities they do not reject the
dominant parliamentary democracy.
The concepts of the Zveno become more radical in
1931.
They
mount a propaganda against the parties and rise the slogan for non-party
aministration and reformation of the parliament. They also bring before
the public the idea of transience of the democratic rule of the state. Since
1932
Zveno is not anymore an adherent of the idea that the reforms
should be made in a constitutional way. They call on a form of resistance

that uses force and demand extreme revolutionary measures to be taken.
They declare themselves against the parliamentary-party system and
they demand changes of the Tarnovo constitution and a new constitution
to be set. The circle insists on a reorganization of the state and a strong
executive authority that is instituted over the political parties.
Without being republicans, the members of Zveno maintain that
the actions of the monarch must be evaluated impartially. They declare
themselves against the settlement of a personal regime by the monarch.
It is typcal for their political views their anti-communism and the nega¬
tive attitude to VMRO (Internal Macedonian Revolutionary Organiza¬
tion). What considers the foreign affairs they declare themselves Fran¬
cophiles.
The ideology of the circle has not a fascist character. Some of the
most influential members of Zveno are Masons. There is a common
ground between the ideological concepts of Zveno and those of the
Masonic lodge in Bulgaria.
The circle is not a phenomenon in the social, political and cultural
life of Bulgaria. Its ideology is based on the concepts of the National
conciliation.
The number of its members does not necessarily indicate the real im¬
portance of this organization. In the complicated political circumstances
in the spring of
1934
