Summary
The first chapter of the monograph includes important theoretical impli¬
cations necessary to understand development conditions of a traditional region
(Silesia). Industrial centres, which generated and created the structure of the
region at the turn of the
19
and the
20
centuries, formed a core (centre) of the
Polish economic structure then. Significant allocation can be observed during the
next turn of the centuries
20
and
19,
when the discussed region not only lost its
status of the core region but it was also excluded from the range of the new core
of the Polish economic space. The civilisationally underdeveloped area, which is
also economically poorly developed, locates on the periphery of the European
space, proving dynamics of a "long lasting" type. However, such situation
cannot be treated as a barrier for further development.
Classical interpretation of the model
-
centre
-
peripheries concentrates
mostly on the "centre", which is strongly valorised and treated as a generator of
the whole territorial system. Peripheries are always treated there as depending on
the „centre" and developing under positive influence of the centre.
In fact, peripheral socio-economic structures, characteristic for a traditional
industrial region can become autonomous and independent when their economy
is properly restructured and supported by growing modernisation. Hence, they
can find their own development path based on their economic and social
resources. Such tendencies may occur in Silesia due to its historic economic and
cultural (strong regional identity) predispositions.
Structural conditions of the discussed region require dual theoretical relation:
1)
classical concept of regional development,
2)
endogenic concept of regional
development and neo-regional attitude to regionalism. The following has been
mentioned in relation to the first group of concepts:
-
the theory of the economic base,
-
the new theory of trade,
-
the theory of increase poles,
-
a centre
-
peripheries model,
-
a concept of regional innovation networks,
-
the theory of a production cycle,
-
a theory of flexible production,
-
concepts of regional (local) innovation networks,
-
the theory of grapes.

In relation to the concept of endogenic development, it should be emphasised
that new visions of development based on internal potential of underdeveloped
countries (Latin America, Asia, Africa, post-communist European countries)
appeared when the lack of a universal model of regional development became
widely known. Mainly external factors and self-development process of
following "one's own path" have been recommended and promoted in such
endogenic visions. The alternative of self-development includes also possibilities
and abilities of self-organisation and formation of self-development potential.
The concepts of endogenic development, especially the old ones, have always
emphasized internal factors, but the new ones expose local societies as the main
powers of development changes. The current "regional" options of the idea of
regionalism, the role of localism (renaissance of localism) as the main working
power is again emphasised.
Due to duality of the local space, which appears as an abstract notion (net)
and a real one (location) the following ideas are often mentioned:
-
a model of cultural pluralism,
-
the concept of globalisation,
-
a concept of „locality" (local system),
-
a theory of actors in the net,
-
a global net theory,
-
a concept of spatial self-organisation.
The concept of „path dependence", which helps to describe development
processes that in many cases do not follow theoretical regularities, seems to be
quite interesting in the context of local development.
Due to increasing dynamics of space (global flows, virtual borders), where
relations among groups and single units are disorganized, the current spatial
structures become fragmented, transparent and permeable. Counteractive
internal processes of diversification, closing and reorganisation of the space
become the reaction to such processes. Interaction of two type of activities: local
and global ones, which are similar to two features coexisting in the system:
globalisation (emancipating territorial communities) and a phenomenon of social
changes such as: social mobilization, revalorisation of local human resources
and.social discussion (the most important one in the neo-regional ideology). The
trends form a kind of filter selecting flows of ideas, people, capital, goods
chances and dangers brought by widespread globalisation. However, it is not a
simple isolation from the global world and return to a traditional order, i.e. well-
known (local, regional) world separated from the expansive social space, but a
creation of a new structure, which will become a new system feature (additional
value). When the system is generated necessity to „anchor" in the safe space will
also occur, and allow making new challenges pragmatic and included in the
global world order.
The reaction to the mentioned symptoms of global and local processes has
caused new regionalism in Europe, which refers· directly to social and economic

development as well as identity, the factors influencing economic growth. It
tends to redefine the old concept of regionalism, i.e. folk-cultural ideas have
been postponed, while cultural and social-economic resources of the given area,
which should be included in the European and global integration, have been
exposed. Such relation to the territorial specific (region, agglomeration, town)
and endogenic factors, so called "soft infrastructure", strongly institutionary
(human resources, entrepreneurial culture, organization-institutional efficiency,
attractiveness for investments), occupy important place in the discussion on
development of regions which takes place in Europe. The discussion is
especially important to organization of traditionally peripheral regions, which
have a chance to "escape forward" thanks to
regionalisation
of resources and
change of their functional image.
An example of a real region highly competitive and innovative among the
ones of European origin: Emilia-Romagny, the region of the third Italy, i.e.
"Industrial Triangle" has been presented in the end of the sub-chapter
1.4.
The
Third Italy was successful thanks to well-organised sector of small and middle
enterprises, which organisations cooperated closely with local authorities and
local banks. The "triangle" of local initiatives and
entrepreneurship
was
successful despite ineffective government policy and the lack of help form local
authorities.
The history of the analysed industrial region with its capitalistic and socia¬
listic industrialisation as well as economic transformation and restructurisation
of the traditional region against the background of the stages of the history of
Poland and the region are presented in chapter
2.
Historic approach is especially important for
Sosnowiec
as the industrial
centre has been formed as conglomerate of places of different human activities
which being influenced by intensive industrialisation and urbanisation finally
formed a functional urban organism.
Chapter
3
contains a detailed study of population, which has been characte¬
rised in the following aspects:
1)
population and dynamics of its development during the period of
100
years,
2)
population structures: demographic (according to age, sex and marital
status), social (according to education) employment (according to national and
European classifications of
entrepreneurship),
3)
factors of demographic development, i.e. natural and spatial movements
(immigration and emigration),
4)
spatial distribution of population in the town (according to the town
quarters in two comparable censuses of
1978
and
1988
including economic and
social data). The synthesis of spatial variation of population has been quantified
by means of the
Wrocław
taxonomy, which enables to prepare typology of
spatial homogeneity.
Chapter
4
has been concentrated on urbanisation and morphology of the area

forming the urban organism. First, the earliest settlement centres occurring in the
area of contemporary
Sosnowiec
have been shortly characterised. Then the
following aspects have been presented:
1)
territorial development till the beginning of the
19
century,
2)
spatial development in the first half of the
19
century (till
1859),
3)
urban development and morphology of New
Sosnowiec
in the years of
1859-1902,
4)
spatial development and morphology of the other genetic units the town
(in the period of
1859-1902),
5)
urban development and morphology of the town in the capitalistic period,
6)
morphology of the town after World War
П,
7)
territorial changes in
Sosnowiec,
8)
morphogenetic structure of the contemporary town.
Relicts of pre-location settling are the first unit of the morphogenetic
analysis. In case of
Sosnowiec
the pre-location period (especially the
19
century)
is relatively well investigated, as the town is only
100
years old. It is a specific
town as it was formed by connecting separated settlement units, which had been
developing autonomously.
Sosnowiec
obtained the town privileges in
1902,
despite the fact it had practically functioned as a town earlier. The process of
formation of the urban organism was chaotic, inconsistent, not planned and with
a lack of any urban concept. Abrupt and non-harmonious development of
autonomous industrial-settlement quarters in the early industrial period, which
were connected together into one organism in
1902,
dominated the town
character. Hence, its spatial system, the character of its building development,
typical mixture of industrial, settlement and service areas is still currently very
significant and influences cultural identity of the town. Morphogenetic structure
of
Sosnowiec
proves the discussed centre has passed a long way in its territorial,
spatial and urban development. The mill on the Brynica River and the
neighbouring settlements and villages (the beginning of the town) have turned
into a complete urban organism with
200,000
inhabitants and the area of
91.2
