According to this quotation French historian Jacques Bainville, wrote that „Belgium
is situated in this way that the European policy is organized around it and that the war and
peace depend on it . The diagnosis of the popular French historian was true in reference to the

century. Belgian August- September Revolution of
1830,
tearing off all dynastic and polit¬
ical relations with Holland, was undoubtedly from one side the consequence of
Frenen
July
Revolution of
1830,
but from the other side it was questioning territorial and dynastic decision
of the
Viena
Congress of
1815.
At the same time it was a challenge thrown to the Holy
Aliance
states (Russia, Prussia, Austria), and what more it was obvious that the oldest son of William I,
king of Netherlands, the prince William Orange was (from
1816)
a husband of the princess
Ann, a sister of czar of Russia

Nicolas I. Europe stood at the brink of war because Nicolas I
was preparing

thousand army and was ready to march through Prussia and maybe Paris in
autumn
1830
to smother the fireplace of revolution in Europe. The front guard of the interven¬
tion army was to be excellently trained army of Congress Poland. There was only one thing,
which Nicolas I
didnì forsee,
that for Polish, marching together with cosacs on Paris and Brus¬
sels against their previous colleagues from Napoleonic wars would be the greatest dishonour.
This mainly decided about the insurrection in Warsaw on the
29
th of November 1
830.
No
wonder that Belgian „Courier
des Pays-Bas on
the
20
th of December wrote, hearing about the
outbreak of the Polish National Insurrection „We re looking at the insurrection in Warsaw as at
the most important event in Europe since the French revolution of
1789.
It is sure, Poland will
gain an independence, although there will be great difficulties .
The connection between revolution of
1830
in Paris, Brussels and Warsaw, which under¬
lined such historians as: H. Pirenne and M.
Handelsman
was obvious for politicians and diplo¬
mats of the main European powers and for the Belgian and European liberal opinion as well.
The diplomatic effect of November revolution in Warsaw was famous protocol signed at
London Conference of five powers ambassadors (England, France, Prussia, Austria and Russia),
which announced (to great surprise and disapproval of Dutch monarch) dissolution of the Neth¬
erlands Kingdom and the independence of Belgium.(December
20, 1830).
England and France
made use of stopping by Polish Russian military intervention in Belgium, because her army had
long and difficult war against Polish Insurrection on the way.
The refusal of signing his document by Russia meant breaking relations with England and
France and European war against Russia only, because Prussia and Austria refused taking part
in the war. No wonder that Belgian
„Moniteur
belge
wrote on the July
7, 1831:
„Belgium owes
Poland something more than admiration, Belgium owes Her life. Let s remind here, that she
put the sword between Russia and us in the moment when an autocrat (Nicolas) was throwing
war threats to the Congress, which dethroned Nassau dynasty. It was Poland, which expose
and is still exposing her breast to Nicolas hits, to him, who dreamed about Belgian s extermi¬
nation and Europe subjugation .
Articles gathered in his book logically present a great enthusiasm of Belgian community
towards Polish Insurrection of
1831,
explain the coulisses of count Roman Zaluski s mission to
Brussels and coulisses of acceptation Treaty of
XVIII
Articles by National Congress in Brussels,
which saved Belgians from the civil war and their revolution as well. They depict the wide help
to our Polish emigrants, uncover the last actions of Polish politicians in Belgium after falling
Insurrection and relate Leopold I Saxe-Cobourg policy towards European powers and Polish
problem.
The last essay is dealing with dissertations on Europe relations towards Polish problem in
the
XIX
century. This problem is unknown or slightly known in Polish historiography and al¬
most unknown in the wider circles of the younger generation readers in Poland.
The role of Polish effort in saving Belgium
s
independence is simply minimalized or keep¬
ing secret.
According to this, I dare say, that book has a great scientifical and educational sense
especially to the young generation.
Belgium is almost everyday theme in Polish mass-media.
Universal knowledge or history of Polish-Belgian composed relations in the
XIX
century is
instructive and revealing as well.
