Summary Radio in Serbia (1924-1941) Scientific works on application and improvement of radio marked the end of 19th and the beginning of 20th century. The most intensive experiments were related to the United States of America where from development of radio diffusion and opening of radio stations spread worldwide. New media situation reflected also in the Kingdom of Serbs, Croats and Slovenes and particularly in Serbia where early attempts to join global radio system could be noticed. In period 1918-1941 socio-economic, political and cultural conditions in the Kingdom of Serbs, Croats and Slovenes were very complex and significantly influenced on developement of radio and radio diffusion. Political turmoil, poor economic situation and region-wide instability directed and slowed down development of radio. In condition of poor electrification of the country, low gross national product, and absence of domestic radio-equipment and audio media industries establishment of radio diffusion had been left to initiatives of enthusiasts who were either respected and wealthy citizens or students and pupils. Their individual work and work organized in clubs laid foundation for development of national radio stations in 1920's such as: Radiotelegraph Station Belgrade - Rakovica /Radio-telegrafska stanica Beograd - Rakovica/ and later on Radio Belgrade /Radio Beograd/, Radio Zagreb and Radio Ljubljana. In period 1918-1941 in the Kingdom of Serbs, Croats and Slovenes /. e. in the Kingdom of Yugoslavia, works in the sphere of radio diffusion were related to activities of the Ministry of Post and Telegraph, the Ministry of Civil Engineering and the Ministry of Traffic and at the end of this period solely for the Ministry of Post, Telegraph and Telephone. Main legislation characteristics in the sphere of radio diffusion during this period in the Kingdom of Serbs, Croats and Slovenes i.e. in the Kingdom of Yugoslavia can be summarized as follows: - normative regulation of radio diffusion followed valid international conventions but it was partial and this can be confirmed by the fact that no integral law on radio diffusion had been passed; - according to its character, normative acts passed in this period can be classified as: acts regulating relations between owners of radios and State; and acts regulating relation between State and prospective owners and founders of radio stations; - high level of distrust and caution of the State toward new medium - radio, where the State from leading promoter became its rigid controller; - numerous restrictive state measures toward "subjects" wanting to broadcast but also to listen to radio programs; and - insufficient dealing with copyright problems. First radio programs in the Kingdom of Serbs, Croats and Slovenes were broadcasted by The Main Radiotelegraph Station Belgrade - Rakovica /Glavna 89 radio-telegrafska stanica Beograd-Rakovica/. This station was built based on the agreement between the Kingdom of Serbs, Croats and Slovenes and French company TSF with primary aim to cover radiotelegraph communications. However, provisions of the agreement provided for the station to broadcast radiophone program too. Thus, from mid-1924 in Belgrade stated to function radiotelegraph communications toward Europe and Middle East and since September 1924, firstly experimentally and later with permission, radiophone program as well. According to its characteristics, broadcasting functions and expressiveness it was complete, modern and well-conceived program financed by subscriptions, subsidies and commercial broadcasting of advertisements. Program was broadcasted from September 1924 to July 1926 when the station was deprived of financial resources by decree of respective Ministry. Simultaneously with beginning of radiophone broadcasting from Rakovica process of setting the radio clubs, which fastened foundation and development of radio diffusion, spread all over the Kingdom of Serbs, Croats and Slovenes. In mid- 1924 in Belgrade Radio Club Belgrade /Beograd/ 'was set. Its operations and activities of its members significantly fastened advent of radio diffusion in Belgrade and beginning of Radio Belgrade functioning. At the end of 1924 an initiative for establishing the joint stock company that would deal with radiophone broadcasting was started by around ten prominent citizens including a representative of London-based Marcony company that financed foundation and beginning of'Radio Belgrade's broadcasting. After many procedural difficulties, obtaining the licence for founding the joint stock company and signing the Agreement on Construction and Operations of a Broadcasting Radiophone Station (Broadcasting) in Belgrade with the Ministry of Post and Telegraph, this Corporation fulfilled all necessary preconditions for beginning of operations in the sphere of radiophone broadcasting. Radio Belgrade started with activities by pilot and experimental programs during March and by the Formal Program on March 24,1929. Main characteristics of the first formal program, which are also specialities of the program of the station in mid-war period, were following: - clear Yugoslav orientation shown in selection of music and drama repertoires, author and performer apparatus; - affirmation of high artistic values; - focus on "live" broadcasting with available domestic artistic potentials (conductors, singers, instrumentalists, actors, etc); - realization of basic broadcasting functions: informative, entertaining, cultural- artistic, educational and promotional, i.e. functions characteristic for all modern radio stations and - most of the contents were realized in own production with sparse conservative contents of foreign production. According to program, organizational and technical characteristics development of Radio Belgrade as national radio station in period from its founding to 1941 can be divided into four distinctive stages: 1. period between 1929 and 1934, from the first Ceremonious Program on March 24,1929 broadcasted through transmitter placed on headquarters of the Academy of Science to 1934 when transmitter in Makish was installed and put into operation. This was a period of constituting and experimenting as well as finding the most appropriate contents, forms, staff, broadcasting terms, period of operating losses etc. Although it was just a technical parameter, putting new transmitter into operation was an event that marked the end of this stage. 90 According to other elements as well, 1934 was a turning point and the beginning of new stage of functioning and development of-Radio Belgrade; 2. period between 1934 and 1936 that is from installation of new transmitter in Malcish to the first Radio Belgrade audience-opinion poll. Taking into account the power of the transmitter, during this period Radio Belgrade started to fall behind other European radio stations. At the same time editorial staff intensively thought about wishes and needs of the audience and presented numerous ideas about modernisation of the program regarding contents (National Hour /Nacionalni čas/, entertainment comedy program and the Morning Program , and Actual Hour /Aktuelni časí were introduced in 1934, 1936 and 1937, respectively), expressional forms, program conceptions, as well as entire organization. This was a period of intensive increase of radio subscribers and registered radios; 3. period between 1937 and 1939 'was a stage that in every sense presented the culmination of mid-war development of Radio Belgrade. It was a period of mature program concept designed by the first generation of creators who had been educated at the radio station and who clearly knew what could be done with the radio. Since listeners of radio broadcasts were known authors referred to structured and differentiated auditorium in which target groups could be recognized. This golden era of Belgrade radio finished with nationalization i.e. étatisation that was essential reflection of international socio-political situation; 4. period between 1939/40 and ¡941 was a period that started with normative (1939) and real étatisation (1940). It was marked by repressions and autocracy as well as big changes in economic, program and organizational activities of Radio Belgrade. Genesis of Belgrade radio station during these two years was characterized by noticeable stagnation, which had been essential reflection of entire social situation and troubled relations in Balkans and whole Europe. This was an introduction to "fascismation" of Radio Belgrade and the beginning of its existence as German Werrmacht Sendegruppe Südost Sender Belgrad or shortly Zender Belgrad. Based on entire research, collected and processed data it can be rightfully concluded and argumentatively claimed that Serbia was one of leading Balkan and European countries in the sphere of well-founded and planned development of radio diffusion. Competent persons in political and public life, outstanding individuals in respective ministries, wealthy traders and craftsmen, students and pupils in different ways readily showed interest for new medium - radio. Thus already in 1924 Belgrade had the first commercial radiophone station in Balkans, which at same wavelength, in regular terms, for particular population and with permission of respective authorities produced and broadcasted radiophone program. It was The Main Radiotelegraph Station Belgrade — Rakovica /Glavna radio- telegrafska stanica Beograd - Rakovica/. Launching of this station and further development of radio diflusion in Serbia were helped by foreign partners primarily from England and France. Relations in the sphere of financial investments in development of radio diffusion were not adequately defined frequently causing disputes and misunderstandings between the State and foreign partners. Such situation was supported by domestic legislation on radio diffusion because it often did not precisely regulate relations between domestic and foreign partners but in very detail regulated program, technical, ethical, author and other generally organizational issues in production and broadcasting. In 1929 in Belgrade Radio Belgrade, as national radio station that broadcasts till present days began with its program. Regarding its program, organization and technical equipment it was a 91 modern European radio station with reliable power and audibleness. Of all centres in the Kingdom of Serbs, Croats and Slovenes i.e. in the Kingdom of Yugoslavia only Belgrade had complete radio diffusion system in period between two world wars because since 1936 from Belgrade Shortwave Station of the Central Press Bureau of the Kingdom of Yugoslavia/Kratkotalasna stanica Centralnog presbiroa Kraljevine Jugoslavije/ uso broadcasted its program. Contemporary development of radio diffusion in Serbia was stimulated by positive and burdened by negative historical heritage. By finding out the cause-effect relation between key occurrences in history of domestic and global radio diffusion it has been proven that appearance of radio diffusion in Balkans, Serbia and Belgrade was conditioned by socio- historical momentum whose many reflections appear even nowadays. Direct studying of origin and genesis of radio diffusion in the Kingdom of Serbs, Croats and Slovenes i.e. in the Kingdom of Yugoslavia and in Serbia has contributed to draw many conclusions of which one is formulation of guidelines for the project of revitalisation of the model of national radio in Serbia as a model that in certain segments has a potential and tradition of the public service. 92

Based on entire research, collected and processed data it can be rightfully concluded and argumentatively claimed that Serbia was one of leading Balkan and European countries in the sphere of well-founded and planned development of radio diffusion. Competent persons in political and public life, outstanding individuals in respective ministries, wealthy traders and craftsmen, students and pupils in different ways readily showed interest for new medium - radio. Thus already in 1924 Belgrade had the first commercial radiophone station in Balkans, which at same wavelength, in regular terms, for particular population and with permission of respective authorities produced and broadcasted radiophone program. It was The Main Radiotelegraph Station Belgrade — Rakovica /Glavna radio- telegrafska stanica Beograd - Rakovica/. Launching of this station and further development of radio diflusion in Serbia were helped by foreign partners primarily from England and France. Relations in the sphere of financial investments in development of radio diffusion were not adequately defined frequently causing disputes and misunderstandings between the State and foreign partners. Such situation was supported by domestic legislation on radio diffusion because it often did not precisely regulate relations between domestic and foreign partners but in very detail regulated program, technical, ethical, author and other generally organizational issues in production and broadcasting. In 1929 in Belgrade Radio Belgrade, as national radio station that broadcasts till present days began with its program. Regarding its program, organization and technical equipment it was a 91 modern European radio station with reliable power and audibleness. Of all centres in the Kingdom of Serbs, Croats and Slovenes i.e. in the Kingdom of Yugoslavia only Belgrade had complete radio diffusion system in period between two world wars because since 1936 from Belgrade Shortwave Station of the Central Press Bureau of the Kingdom of Yugoslavia/Kratkotalasna stanica Centralnog presbiroa Kraljevine Jugoslavije/ uso broadcasted its program. Contemporary development of radio diffusion in Serbia was stimulated by positive and burdened by negative historical heritage. By finding out the cause-effect relation between key occurrences in history of domestic and global radio diffusion it has been proven that appearance of radio diffusion in Balkans, Serbia and Belgrade was conditioned by socio- historical momentum whose many reflections appear even nowadays. Direct studying of origin and genesis of radio diffusion in the Kingdom of Serbs, Croats and Slovenes i.e. in the Kingdom of Yugoslavia and in Serbia has contributed to draw many conclusions of which one is formulation of guidelines for the project of revitalisation of the model of national radio in Serbia as a model that in certain segments has a potential and tradition of the public service. 92
