description The advent of deregulation will have a radical effect on the traditional telecommunications market. Increased market competitiveness will mean that productivity and quality of service must be increased, while lead times and production costs must be decreased. Existing actors in the field will have to change their core business to remain viable. These changes will mean that a sophisticated Service Creation Environment is required to support service creation. The industrial requirements on the Service Creation Environment are presented. The requirements outlined have been gathered during a series of interviews conducted with representatives of the major actors in the Service Creation Industry together with conclusions made by the authors. Because of the changes in the telecommunications field a number of roles have been defined to allow identification of the origin of the requirements presented. Almost all actors in the Industry emphasise the need for dedicated (tailored) Service Creation Environments that are adapted to each player's specific requirements. The three major factors identified as determining what tailoring is required are the class of services being built, the player's role and the tools and methods that are available to the actor.
