description Tourism is one of the most affected sectors hit by the COVID-19 pandemic, especially for Asia-Pacific and Western Hemisphere countries. The existence of lockdown policies in several countries and procedures related to movement restrictions in various parts of Indonesia has made the number of tourists experience a significant decline. However, the number of Indonesian tourists in 2021 increases due to the looseness of Indonesia’s social restrictions, which ultimately encourages people to take vacations. This study aims to review and examine the possible factors contributing to people’s decision to carry out tourism activity during the Covid-19 pandemic era. Using a qualitative method through literature review and internal discussions, this study found that the recovery of Indonesia’s tourism industry has been carried out through three “rescue phases.” In addition, several factors influencing people’s decision to take a vacation during a pandemic, including demographic aspects where men and younger people would be more willing to travel due to their risk attitudes and health concerns, ownership of a savings account (economics aspect), ownership of health insurance (health aspect), and accessibility of the internet (technological aspect). In conclusion, the recovery Indonesian tourism sector encourages people to travel during a pandemic through several factors.
