Zusammenfassung:The article examines the insufficiently studied problem of activating the intellectual potential, which increases the adaptability of economic systems to the ongoing changes, in which it is called upon to play a decisive positive role. High, but insufficiently active intellectual capital does not guarantee high employee productivity. The authors set themselves the goal of the study-to analyze various aspects of this problem and substantiate the mechanisms for its solution. The article shows that the activation of intellectual capital allows it to act as a rotor that brings in other types of capital, together with which it acts as the dominant factor in development. The study made it possible to substantiate, reveal the ways, mechanisms, and tools for activating intellectual capital, adequate to modern needs. Among them are investment in intellectual capital, which allows it to develop and provide added value for the functioning of economic systems; de-globalization of relations, which makes it possible to reduce the outflow of intellectual capital and intensify its use within the country; increasing the presence of intellectual capital on the Internet through increasing digital literacy, digital culture and the formation of digital thinking; state support for the employment of the able-bodied population with high levels of intellectual capital, which increases its active potential; the formation of intellectual attitudes, guidelines of society, supported by material incentives from the state, aimed at increasing the prestige and material incentives of intellectual workers. The article uses the methods of situational, structural, and statistical analysis, which contributed to the study of the existing state of the object and the identification of ways to activate intellectual capital, including the identification of needs in state regulation of emerging problems. When assessing foreign achievements in solving this problem by different countries, a systematic approach was used. The materials of the article are of practical value for government agencies and business structures. The obtained research results are used in practice when developing mechanisms for activating intellectual capital in various industries and the public sector. Their use contributes to the increase in the efficiency of the use of intellectual capital.
