The purpose of this research and development is to produce effective teaching instrumentsto improve scientific literacy and cognitive learning outcomes. Teaching instruments applied with one group pretest posttest experimental design. The results of the study can be seen the effectiveness teaching instruments for 5 indicators of scientific literacy as measured by the gain score shows the average values 0.54 and the effectiveness teaching instruments to improve cognitive learning outcomes from the 5 indicators shows the average value 0.52. The conclusions of this study are teaching instruments effective to improve students scientific literacy and cognitive learning outcomes in medium category.
