Zusammenfassung: | The donor community is evaluating what it has accomplished in the 1980s and what its goal is for the 1990s. The members of the Development Assistance Committee of the Organization for Economic Cooperation & Development justify their requests for official development assistance (ODA) to their parliaments each year. The aid community has learned that the management of developing countries is fundamental to their success. Although aid usually is not a controlling force, it is important. Aid frequently is the crucial resource that enables a country to improve its policies. The 1980s were especially difficult for many developing countries because of such factors as oil price changes, high interest rates, and debt accumulation. Some of the key areas in which ODA can play an important role in the 1990s are: 1. managing the environment, and 2. developing urban areas. |
