If a teacher or a department fails to fully expend all budgeted funds, the following year's budget is often reduced. [...]of whether or not they really need the items they have requested, teachers and departments will spend all their budgeted funds to avoid losing access to funding in the future. [...]the student/ parent handbook or weekly newsletter can be posted on the school's website instead of printed, and an electronic student information and grading system can replace printed progress and grade reports. Are there retired coaches or teachers who would volunteer to sponsor or coach any of those activities (if such use of volunteers would be allowed under a collective bargaining contract or state athletic association)?
