description In this article the authors present their study, which substantiates the necessary formation re the creation of a stationary population in the southern regions of the Russian Far East, as based on responses from the inhabitants of the urban residential centers. The article attempts to show the general mood of the inhabitants on the move depending on the connotation of their "northerly" habitation; examining the various social conditions re the general & vital activities of these urban inhabitants in the a aforementioned southern portions of this region. The authors also look at some other factors, including those, which cause the inhabitants discomfort & the desire for departure to other regions of the country, as well as the means to overcome these obstacles. The article gives special attention to the categories of inhabitants, who still have not decided to move, & the opinions of the youth of the region, including the students from the senior classes. From this juncture the authors highlight statistical composites concerning the socio-economic development in the region until 2025; factors re the inhabitants' depression; reasons for leaving from cities such as Khabarovsk, Yuzhno-Sakhalinsk & Komsomolsk na Amur; & opinions of upperclassmen from the aforementioned cities re the most important problems of their lives.
