Many internal & external factors, often intricately interrelated, are involved in generating this crisis. It is contended that these factors are closely associated with the nature of the state. To validate this association, changes are analyzed both in the nature of the state & in the problems that agriculture has encountered since the early seventeenth century, when agricultural stagnation became apparent, emphasizing, however, the post-1975 era. 8 Tables, 21 References.
