Zusammenfassung:This research note analyzes the role of states in the reorganization of local governments and questions the theory put forward in the literature that states conspire to fragment local government in metropolitan areas. Through examination of the criteria for the creation of multijurisdictional districts, it proposes a theory of state responsiveness in local government structural reorganization. The findings support the responsiveness theory.
