The results show that state personnel directors take their primary policy cues from their governors (or state personnel boards where that structure still exists), are heavily engaged as expert advisors to their legislatures, and spend considerable effort negotiating with labor leaders and federal officials over changes in equal employment and fair labor statutes and regulations .
