RESOURCE AS SYMBOL

Based on the concept that the relative value of a resource is given from the perspective with which one views it, a matrix is proposed utilizing actual resource & perceived resource availability. A resource is seen as gaining value according to established societal values & importance to a known way of life. Increasing resource scarcity & the question of how society will react leads to the necessity for change. Each individual's symbolic view concerning each resource must be redistributed so as to conform to the availability of resources as must the real distribution be based on the economy, population, & material goods. 8 suggestions for policy-making are presented. 4 Figures.
