Zusammenfassung: | Coordinates online comments on a policy paper by Jeffrey G. Reitz, "Immigrant Skill Utilization in the Canadian Labour Market: Implications of Human Capital Research" (2001), all offered on this journal's Web site as part of an electronic conference. Methodological concerns regarding Reitz's use of human-capital earnings analysis to assess the quantitative significance of the underutilization of immigrant skills are reviewed, along with conceptual issues regarding the use of educational qualifications based on overseas credentials as a valid measure of human capital for the Canadian labor market.
