Redeveloping the fifth quarter: A case study of redevelopment in Hong Kong

The introduction of a systematic redevelopment process is recent to Hong Kong and owes much to the efforts of the newly set up Land Development Corporation (LDC). This paper argues that the LDC has a critical yet institutionally demanding task to perform to further the redevelopment objectives of the Hong Kong government. To fulfil its remit, the authors conclude that additional resources and an improved institutional planning context is needed. The paper illustrates the kind of redevelopment strategies currently considered in Hong Kong in the context of historical practices, and highlights existing and future redevelopment problems faced in the run up to 1997 and beyond.
