International aid and peace processes: the case of Palestine, 1994-2006

ABSTRACT IN FRENCH: Le programme d'assistance pour la Cisjordanie et la bande de Gaza mis en place après la signature des Accords d'Oslo représente un des plus importants exemples de construction de la paix à travers l'aide internationale dans la période qui a suivi la fin de la guerre froide. Toutefois, dans un contexte postconflit très fragile, marqué par la continuation de l'occupation israélienne des Territoires palestiniens, par l'absence d'avancées diplomatiques significatives, mais aussi d'instances d'arbitrage face aux dérapages commis de part et d'autre par les opposants aux Accords d'Oslo, les finalités de l'aide ont été perverties. Avec le début de la seconde Intifada et l'aggravation de la situation humanitaire, l'aide a indirectement et paradoxalement contribué à la prolongation du conflit armé, devenant l'otage et la feuille de vigne en même temps des impasses politiques des bailleurs de fonds internationaux. // ABSTRACT IN ENGLISH: Following the Oslo Accords, the assistance program set up for the West Bank and the Gaza Strip represents one of the most important examples of peacebuilding through aid launched in the post-Cold War era. However, in a highly volatile post-conflict context characterized by the continuation of the Israeli occupation in the Palestinian Territories, by the absence of significant diplomatic overhangs, as well as by the lack of mechanisms of arbitration to stop the violence, the aid objectives have been perverted. With the beginning of the second Intifada and the new humanitarian crises, the aid has indirectly and paradoxically fuelled the continuation of the armed conflict, becoming thus the hostage of and the figue leaf at the same time for the international donors and political decision-makers.
