Zusammenfassung:This research provides an overview of the trends in recent appeals to Board of Review and focuses upon the Setagaya Ward Board of Review. As a result, it was revealed that (1) a problem with the Building Standard Law and their related code is that there are significant issues concerning the establishment of the “ground level” and the “premises” that are assumed in building plans, (2) the reviews and decisions made by the Board of Review are based upon discretionary decisions, (3) there are limitations to securing a good living environment with the capabilities of the Board of Review that only utilizes regulations related to building standards and excludes voluntary ordinances, however (4) there is a possibility that government agencies will revise ordinances concerning regulations related to building standards and certification standards based upon reviews and decisions by the Board of Review.
