description As advancements occur in new wireless communication technology, varieties of network forms coexist and integrate, gradually forming a heterogeneous wireless network environment covered by various wireless networks simultaneously. Owing to disparities in wireless access technologies, network selection needs to consider various factors. Therefore, this paper proposes an access selection scheme using Multi-Attribute Decision-Making (MADM). Considering the diversity of user services, each attribute’s subjective and objective weight is respectively calculated by Analytic Hierarchy Process (AHP) and Standard Deviation (SD) for network service quality, user preference, and available load. Combined with utility functions, the synthetic assessments of evaluated networks are obtained. The results of the simulation indicate that the algorithm combines user preference and service characteristics to effectively select the appropriate access network. At the same time, load balancing is realized to some extent.
