As Indonesia takes up the ASEAN chair, prospects for implementing the Five-Point Consensus Plan are dim, if not dead. Vietnam and Thailand began leadership transitions- Hanoi with an anti-corruption purge and Bangkok with the launch of general elections-while Cambodian Prime Minister Hun Sen continued to eviscerate the opposition ahead of his near-certain reelection in July.
