In many cases of work accidents in construction projects in Indonesia, the leadership of the project owner is rarely discussed. It is more often determined that the responsible stakeholder is the contractor. Leadership by the project owner is the main factor for generating new and effective safety management measures. This study aims to determine the factors that influence the Safety Leadership of construction project owners in Indonesia. This study uses the Delphi round technique to analyze experts’ judgments to avoid biases. This study results in obtaining several factors and indicators that are considered to have an influence on the safety leadership of construction project owners in Indonesia.
